**Job Title** Application Support Officer – MARS Project **Role Summary** Serve as the primary liaison between internal users, an external vendor, and the Information Systems team to ensure the successful deployment, functional consistency, and quality of a new management software for financing and research coordination. **Expectations** - Coordinate end‑to‑end project phases (requirements, design, configuration, testing, deployment, training, maintenance). - Bridge communication between the project manager, agency staff, the Inserm IT directorate, and the vendor. - Maintain and report on functional and data quality, integration, and user satisfaction. **Key Responsibilities** 1. **Project Coordination** - Participate in planning and monitoring of project milestones. - Support operational coordination across agency, IT directorate, and vendor. - Prepare and facilitate user workshops; document functional specifications. - Contribute to steering committees and draft minutes. 2. **Application Monitoring** - Conduct acceptance tests on vendor deliverables. - Identify, document, and track defects or enhancement requests. - Ensure data integrity and integration with existing agency systems. 3. **User Support & Training** - Develop and deliver user training sessions. - Produce functional documentation and user guides. - Provide first‑line support to internal users. 4. **Continuous Improvement & Reporting** - Recommend functional and process improvements. - Track performance indicators and user satisfaction. - Provide regular status and risk reports. 5. **Additional Duties** - Update departmental dashboards. - Assist in drafting QA procedures and activity reports. - Contribute to communications, including the agency website. **Required Skills** - Strong understanding of IT systems, architecture, and software life cycle. - Experience with requirement gathering, qualification, testing, and deployment. - Project management abilities: planning, monitoring, reporting. - Excellent written communication and documentation skills. - Proficiency with collaborative and project tools (e.g., Miro, Canva, Teams). - Ability to translate user needs into clear specifications. - Analytical, organized, detail‑oriented. - Interpersonal skills for working with diverse stakeholders. - Self‑driven, autonomous, customer‑service oriented. **Required Education & Certifications** - Bachelor’s to Master’s level (Bac+3 to Bac+5) in Information Systems, Project Management, or a related field. - Double competency in IT management systems and research or public finance sectors is advantageous. - Minimum 2 years of proven experience in application monitoring, AMOA, or IT project management.

Job Title: IT Project Manager – Data Management Role Summary Lead the end‑to‑end delivery of the FrBioNet platform, ensuring alignment with biobank data requirements, regulatory compliance, and user adoption. Coordinate multidisciplinary stakeholders, manage risk, budget, and schedule, and oversee platform design, development, testing, and deployment. Expectations - Deliver the platform on time, within scope and budget. - Ensure full compliance with GDPR, HDS, SNDS, RGS, and other relevant regulations. - Implement FAIR data principles and data anonymisation practices. - Drive user training and support to achieve high adoption rates. Key Responsibilities 1. **Biobank Landscape Analysis** – Map biobank ecosystems, identify common and unique data elements, and assess data flows and workflows for FrBioNet. 2. **Requirements Gathering & Documentation** – Conduct stakeholder workshops, benchmark national and European models, and produce functional specifications, procurement documents, and contractual briefs. 3. **Project Co‑piloting** – Manage design, development, data migration, testing, and deployment activities; ensure quality deliverables from AMOE (specifications, technical dossiers, user guides). 4. **User Support & Change Management** – Deliver training, webinars, and level‑2/3 support; promote data security awareness and FAIR practices. 5. **Project Coordination** – Track progress, update the RIDA database, run steering committees, produce executive reports, manage risks, and control scope, cost, and schedule. Required Skills - Experienced IT project manager, preferably on complex, multi‑partner national projects. - In‑depth knowledge of biobank operations, data governance, FAIR principles, and data security. - Strong understanding of GDPR, HDS, SNDS, RGS, and related regulatory frameworks. - Familiarity with anonymisation and pseudonymisation tools. - Proficient with project planning tools (Orchestra, Gantt Project, MS Project, etc.). - Capable of drafting technical and procurement specifications. - Excellent written and verbal communication; stakeholder management. - Fluent in English (reading, writing, speaking). Required Education & Certifications - PhD or Engineer’s degree in Computer Science, Information Technology, or a related discipline. - Project management certification (PMP, PRINCE2, or equivalent) considered an advantage.
