Digital Commercial Manager
**Role Summary**
Lead procurement and commercial activities for digital goods and services within a public‑sector organisation. Ensure full statutory compliance, secure value for money, and robust contract management across the 6‑month fixed‑term contract.
**Expectations**
- Deliver procurement solutions that meet statutory and internal standards.
- Act as a trusted commercial advisor to internal teams.
- Protect the organisation’s interests through effective risk management.
- Maintain up‑to‑date knowledge of government policy, digital market trends, and regulatory changes.
**Key Responsibilities**
- Manage the complete procurement cycle: planning, tendering, evaluation, negotiation, and award.
- Draft, negotiate, and administer digital contracts, including licenses, cloud services, co‑development, and IP arrangements.
- Monitor supplier performance, ensuring contractual obligations and service levels are met.
- Conduct market analysis and engage suppliers to shape requirements and innovate solutions.
- Build and sustain strong relationships with internal stakeholders and external partners.
- Identify, assess, and mitigate commercial and supply‑chain risks.
- Guide teams on procurement strategy, value assessment, and compliance requirements.
- Keep abreast of industry developments, policy changes, and best practices to inform decisions.
**Required Skills**
- Extensive public‑sector procurement experience, particularly in digital goods and services.
- Proven expertise in contract drafting, negotiation, and performance monitoring.
- Knowledge of licensing, cloud computing, capital and revenue funding, and the technology/digital lifecycle.
- Strong stakeholder advisory and partnership skills.
- Ability to analyse markets, shape requirements, and test innovative ideas.
- Excellent communication, negotiation, and relationship‑building abilities.
- Risk identification and mitigation competency.
- Up‑to‑date understanding of statutory and regulatory procurement frameworks.
**Required Education & Certifications**
- Full membership of the Chartered Institute of Procurement & Supply (MCIPS) or equivalent.
- Bachelor’s degree or equivalent qualification in procurement, supply chain, law, business, or information technology.
- Relevant professional certifications in procurement, contract law, or digital technology are an asset.
