**Job Title:** Business Analyst
**Role Summary:**
Drive the design, improvement, and modernization of council services by gathering and analyzing business requirements, redefining processes, and ensuring solutions are user‑centred, efficient, and aligned with Government Digital Service (GDS) principles. Work collaboratively with Service Designers, Transformation Leads, IT, PMO, and Business Change teams to deliver technology‑enabled, accessible services that improve resident experience.

- Apply GDS design, accessibility, and usability standards to all initiatives.
- Use project management frameworks to plan, coordinate, and deliver work on schedule.
- Coach and influence colleagues to embed best practices and innovative problem‑solving.
- Champion equality, diversity, and inclusive design throughout service redesign.
**Key Responsibilities:**
1. Gather, analyze, and document clear, actionable business requirements.
2. Assess data, uncover trends, and present insights in concise, meaningful reports.
3. Redesign and improve processes, systems, and user experiences to enhance operational efficiency.
4. Design online user journeys, interactive forms, and business logic workflows, including integrations with third‑party systems.
5. Apply GDS design principles, usability standards, and accessibility guidelines to all deliverables.
6. Coach peers, share industry best practices, and promote continuous improvement.
7. Plan and execute work using recognized project management methodologies, ensuring on‑time delivery.
8. Facilitate stakeholder discussions to shape user‑centred solutions and manage expectations.
9. Support equality, accessibility, and inclusive design principles across all services.
**Required Skills:**
- Strong analytical and problem‑solving abilities with the capacity to interpret complex data sets.
- Proficiency in stakeholder engagement, negotiation, and influencing across senior, cross‑functional teams.
- Experience in service analysis, process mapping, and digital transformation projects.
- Knowledge of GDS design principles, usability standards, and accessibility requirements.
- Familiarity with recognized project management frameworks (e.g., PRINCE2, Agile, PMI).
- Ability to identify discriminatory practices and advocate for equality and inclusion.
- Excellent communication, coaching, and teamwork skills.
- Flexibility to attend occasional meetings outside normal hours (~3 times/month) and travel within and outside the borough.
**Required Education & Certifications:**
- Bachelor’s degree (or equivalent experience and training) in Business Analysis, Information Systems, Computer Science, or a related discipline.
