Job Title: Business Analyst II
Role Summary: Deliver senior‑level business analysis and technical consulting within an environmental epidemiology and disease registries context. Partner with agency units and stakeholders to assess requirements, document processes, and recommend technology‑driven solutions that align with strategic goals. Lead or support cross‑functional projects, facilitate process improvements, and optimize operations across multiple programs while working independently.
Expectations: Work independently with limited supervision, demonstrating strong initiative and exceptional analytical skills. Communicate findings clearly to both technical and non‑technical audiences, supporting decision‑making for executive leadership. Maintain focus on program effectiveness, efficiency, and alignment with organizational strategies.
Key Responsibilities
- Review, analyze, and evaluate business systems, user needs, and program functions to support agency goals.
- Conduct business process reengineering and identify technology applications to improve effectiveness and efficiency.
- Gather and document business, functional, and technical requirements across stakeholder groups.
- Develop “as‑is” and “to‑be” process models to identify gaps, inefficiencies, and improvement opportunities.
- Prepare detailed user needs, workflow, and system functionality documents.
- Research and analyze program policies to assess system impacts.
- Facilitate, analyze, and provide recommendations for multiple related initiatives.
- Lead or support special projects, producing progress reports, roadmaps, and performance metrics.
- Develop analysis tools, templates, and documentation for ongoing process improvement.
- Perform financial analyses (cost/benefit, ROI, buy/build assessments).
- Engage stakeholders to identify unmet needs and recommend viable solutions.
- Support SDLC materials (gap analyses, use cases, test cases, requirements, design specifications).
- Build strong stakeholder relationships to ensure clear communication and project success.
Required Skills
- Advanced business analysis, process mapping, and reengineering.
- Strong analytical and financial modeling (cost/benefit, ROI, buy/build).
- Proficiency in business analysis tools, templates, and documentation.
- Effective communication and facilitation for technical and non‑technical audiences.
- Stakeholder management and cross‑functional collaboration.
- Independent judgment, project management, and self‑direction.
- Familiarity with programmatic and governmental operations is an asset.
Required Education & Certifications
- Bachelor’s degree in Business Administration, Information Systems, Public Health, or related field (or equivalent experience).
- Professional certification preferred (e.g., CBAP, PMI‑PBA, or equivalent).
- Experience in environmental epidemiology, disease registries, or public health analytics is a plus.
