**Job Title:** Senior Program Manager
**Role Summary:**
Lead and oversee large‑scale IT program implementation and sustainment for a public sector organization. Provide strategic technical guidance, manage cross‑functional teams, and ensure delivery of complex IT solutions to meet business objectives while maintaining security, compliance, and vendor performance.
**Expectations:**
- Contract term: 24 months (hybrid work).
- 10–20 years of technology leadership experience, including governance of applications with >10,000 users.
- Proven record of managing large, complex IT programs in a public sector context.
- Ability to deliver on schedule, stay within budget, and meet or exceed quality standards.
**Key Responsibilities:**
- Develop program strategy and roadmap for IT applications, infrastructure, and integrated solutions.
- Provide executive‑level updates, risk assessments, and decision‑making support to senior leaders.
- Coordinate concurrent deliverables, resolve issues, and drive problem‑resolution initiatives.
- Lead cyber‑security initiatives: TRA, PIA, VA, PEN, BIA, RMR.
- Evaluate and approve vendor deliverables, manage B2B contracts, and maintain performance metrics (KPIs, SLAs).
- Draft and negotiate SOWs, work orders, and other procurement documents.
- Oversee scope, schedule, and quality for system design, testing, installation, and monitoring.
- Implement change‑management processes and communicate change impacts to stakeholders.
- Collaborate with legal, procurement, and security teams to ensure vendor compliance and risk mitigation.
- Facilitate cross‑functional meetings, stakeholder briefings, and status reporting.
**Required Skills:**
- Public sector program management with OPS methodology experience.
- Strategic IT infrastructure & application delivery expertise.
- Leadership in complex system development life‑cycle execution.
- Cyber‑security risk assessment proficiency.
- Strong vendor management and contract negotiation skills.
- Excellent communication, stakeholder engagement, and executive reporting.
- Project management knowledge: risk, issue, scope, schedule, and budget control.
**Required Education & Certifications:**
- Bachelor’s degree in Computer Science, Information Technology, Business Administration, or related field (advanced degree preferred).
- Professional certifications such as PMP, Prince2, ITIL, or equivalent are desirable.
