Job Title: Preconstruction Engineer Role Summary The Preconstruction Engineer supports pricing, tender preparation, and project delivery for civil engineering works. The role bridges preconstruction and site operations, ensuring accurate costing, comprehensive planning, and compliance with safety, quality, and programme standards. Expectations - Deliver detailed cost estimates, bills of quantities, and pricing schedules for civil engineering packages. - Contribute to tender submissions, method statements, programme proposals, and risk assessments. - Participate in project planning, phasing, and resource scheduling. - Coordinate site activities, subcontractor performance, and client communications. - Uphold HSEQ policies, conduct audits, and facilitate quality controls. Key Responsibilities - Prepare cost estimates, bills of quantities, and pricing schedules for civil engineering work packages. - Review drawings, specifications, and client requirements to assess scope and cost implications. - Liaise with suppliers and subcontractors for quotations and technical verification. - Contribute to tender submissions: method statements, temporary works considerations, programme proposals, risk assessments, and other supporting documentation. - Support handover from tender to delivery teams. - Develop and maintain project programmes, phasing plans, and resource schedules. - Coordinate daily site activities, ensuring adherence to technical, safety, and environmental standards. - Monitor subcontractor and supplier performance, track productivity, costs, and variations, and report to the Project Manager/Site Agent. - Communicate with clients, designers, temporary works teams, and internal stakeholders. - Promote and adhere to HSEQ policies, RAMS, permits, and safe systems of work. - Assist in audits, inspections, quality checks, and lessons‑learned processes.
