**Job Title:** Manager – Registered Apprenticeship Program (PT EX REM)
**Role Summary:**
Remote Manager responsible for developing, launching, and expanding Registered Apprenticeship (RA) programs across an entire community college system. Acts as liaison among colleges, employers, and workforce partners to ensure compliance with U.S. Department of Labor (DOL) and Illinois Department of Commerce & Economic Opportunity (DCEO) standards, and aligns apprenticeship offerings with regional workforce demand.
**Expectations:**
- Full‑time remote position, high‑bandwidth internet required (≥300 Mbps).
- Independent work with minimal supervision; collaborates across seven colleges and external partners.
- Proactive in staying current on apprenticeship legislation, funding mechanisms, and compliance requirements.
**Key Responsibilities:**
1. **Program Development & Implementation**
- Design, register, and launch RA and pre‑apprenticeship programs in coordination with academic departments and industry partners.
- Guide employers through DOL registration, including Work Process Schedules, Related Technical Instruction outlines, and program standards.
- Draft partnership agreements, MOUs, and documentation to formalize employer-college collaborations.
- Ensure equity and compliance with federal and state policies, including EEO and reporting mandates.
2. **Employer Engagement & Partnership Coordination**
- Serve as primary remote contact for employers, industry associations, and workforce intermediaries.
- Provide technical assistance on funding sources, cost‑sharing options, and incentive programs (e.g., apprenticeship tax credits).
3. **Strategic Collaboration & Continuous Improvement**
- Develop district‑wide apprenticeship registration framework aligned with DOL standards.
- Create SOPs, templates, and toolkits for program registration and maintenance.
- Author a District Apprenticeship Handbook detailing processes, compliance, wage progression, and evaluation metrics.
4. **Data, Compliance, and Reporting**
- Lead RAPIDS registration for new programs.
- Maintain RAPIDS database and manage data on participation, completion, and outcomes via Salesforce and WBL platforms.
- Produce accurate reporting to internal stakeholders and regulatory bodies.
**Required Skills:**
- Expertise in apprenticeship program design, registration, and compliance.
- Knowledge of workforce legislation (WIOA), federal and state apprenticeship systems, and incentive programs.
- Strong competency in competency‑based training models and work‑based learning principles.
- Proficiency with data management, CRM or case‑management systems (e.g., Salesforce).
- Excellent written and verbal communication, stakeholder management, and project coordination.
- Ability to work independently in a remote environment and manage time effectively.
**Required Education & Certifications:**
- Bachelor’s degree in Education, Workforce Development, Public Administration, or related field (Master’s preferred).
- Minimum of 4 years’ relevant experience in workforce development, higher education, or apprenticeship/intermediary program coordination.
- Demonstrated experience collaborating with employers on apprenticeship development and DOL program registration.
**Certifications (Preferred):**
- Certified Apprenticeship Professional (CAP) or equivalent.
- Familiarity with DOL RAPIDS and OSHA compliance A‑Certificates.
