**Job Title:** Infrastructure Engineer (M/F)
**Role Summary:**
Lead the preparation, coordination, and supervision of large‑scale infrastructure works (≈ 15 km, €400 M) for a public sector project. Act as the owner’s representative, ensuring compliance with technical, contractual, environmental, safety, and quality standards while managing costs, schedule, and risks.
**Expectations:**
- Minimum 5 years’ experience in civil engineering, public works or geotechnics.
- Proven ability to manage complex projects, public procurement processes, and multi‑stakeholder coordination.
- Strong analytical, synthesis and reporting skills; proactive risk identification.
- Ability to work in a matrix environment, collaborate with internal teams and external partners, and represent the organization in public forums.
**Key Responsibilities:**
- Prepare tender documents, contracts and work orders for civil works.
- Supervise execution of works as owner’s representative, supported by AMO (project manager) and contractors.
- Coordinate with internal departments (sector direction, land, environmental permits) and external parties (local authorities, developers, state services).
- Manage administrative procedures (DICT, demolition/building permits, site decontamination) and ensure compliance with environmental regulations.
- Oversee land acquisition, site clearance and related contractor activities.
- Enforce SCSNE transversal policies: quality, HSE, procurement, and use of corporate tools (GED, GIS, BIM).
- Control project cost, schedule, risk, performance and quality of purchased services and final deliverables.
- Support sector director in preparing reporting for senior management and stage‑gate reviews.
- Represent and defend SCSNE’s technical interests with external partners.
- Conduct public outreach, manage stakeholder relations, and ensure site acceptability for residents and local entities.
- Lead work package management and supervise construction activities as assigned.
- Participate in project hand‑over and acceptance procedures.
**Required Skills:**
- Project management & planning (MS Project, Primavera or equivalent).
- Public procurement and contract administration.
- Technical knowledge of large‑scale civil works, earthworks, and geotechnics.
- Strong written and verbal communication; report preparation and stakeholder reporting.
- Organizational rigor, attention to detail, and ability to synthesize complex information.
- Teamwork in cross‑functional, matrixed environments.
- Proficiency with GIS, BIM, document management systems (GED).
- Fluent French (mandatory) and working knowledge of English.
**Required Education & Certifications:**
- Master’s degree (Bac + 5) in Civil Engineering, Public Works, Geotechnical Engineering or related field.
- Professional engineering registration or equivalent (preferred).
- Certifications in project management (e.g., PMP, PRINCE2) or HSE are a plus.
