**Job Title:** Business Analyst
**Role Summary:**
Lead and manage all Medicaid MMIS interface activities, acting as the central liaison with external partners and vendors. Own the end‑to‑end lifecycle of file‑based and API integrations, ensuring secure, compliant, and efficient data exchange between Medicaid systems and external stakeholders.
**Expectations:**
- Deliver interface solutions that meet operational, security, and compliance standards (PHI, HIPAA, state privacy).
- Achieve SLA targets for data delivery, accuracy, and incident resolution.
- Mentor junior analysts and provide technical guidance to cross‑functional teams.
- Continuously identify and implement process improvements and automation opportunities.
**Key Responsibilities:**
- Serve as primary point of contact for 20+ external business partners and vendors.
- Lead planning, design, implementation, and maintenance of MMIS interfaces (file‑based & web service/API).
- Gather and analyze interface requirements, produce technical specifications, and maintain documentation (specs, data mappings, runbooks).
- Manage the entire interface lifecycle: onboarding, change management, enhancements, testing (regression, UAT), deployment, and production support.
- Coordinate with technical, infrastructure, security, and business SMEs; enforce interface standards, formats, protocols, routing, and transport mechanisms.
- Monitor daily file exchanges and API transactions, ensuring compliance with SLAs and conducting root cause analysis for any issues.
- Ensure secure data exchange (SFTP, certificates, VPNs, firewalls, gateways, encryption).
- Conduct integration, regression, and UAT testing with partners.
- Manage communications for deployments, outages, upgrades, and incidents.
- Provide strategic recommendations for process improvement, automation, and efficiency.
**Required Skills:**
- 10+ years of IT experience with proven MMIS interface leadership.
- Deep technical knowledge of IT infrastructure, hosting environments, and integration standards.
- Extensive interface architecture, design, and development expertise.
- Strong understanding of SOAP/Web Services, XML, and enterprise data exchange.
- Hands‑on experience with secure file exchange protocols (SFTP, etc.).
- Proficient in writing requirements, design specs, and technical documentation.
- Advanced SQL skills for data validation, analysis, and troubleshooting.
- Experience with API validation/testing tools (e.g., SoapUI).
- Knowledge of encryption standards, security protocols, and Unix/Linux environments.
- Strong healthcare/Medicaid/MMIS expertise focused on interface design and transactional processing.
**Required Education & Certifications:**
- Bachelor’s degree in Computer Science, Information Systems, or related field (or equivalent professional experience).
- Certifications such as CBAP, CBDA, or relevant IT/Medicaid interface qualifications preferred.
