**Job Title**
Director of Information Systems (M/F)
**Role Summary**
Leads the strategic planning, governance, and operational management of the information systems serving an inter‑municipal consortium of 18 communes. Defines and validates the IS roadmap, oversees cyber‑security and risk controls, drives organizational change, and ensures compliance with public‑sector regulations and sustainability objectives.
**Expectations**
- Develop and implement long‑term IS strategy aligned with member municipalities.
- Anticipate technological trends, especially AI, and recommend investments.
- Ensure effective risk management, cyber‑security, and regulatory compliance.
- Foster cross‑functional collaboration and support public‑service mission.
- Manage budgets, public procurement, and third‑party service contracts.
- Lead a multidisciplinary team, promoting quality, transparency, and continuous improvement.
**Key Responsibilities**
- Define, refine, and monitor the IS master plan and associated budgets.
- Conduct risk analyses, cyber‑security assessments, and compliance audits.
- Provide advisory support to public officials on IS decisions and policy.
- Oversee change management initiatives (organizational and information management).
- Supervise technical assistance to municipal services and third‑party providers.
- Ensure quality of IS services, data governance, and legal/security adherence.
- Drive governance, performance tracking, and reporting for all IS projects.
- Lead engineering studies, pilot studies, and implementation of IS policies.
- Participate in HR management for IS staff and promote sustainable development goals.
- Conduct sectoral and professional best‑practice monitoring.
**Required Skills**
- Deep knowledge of IS architecture, functionalities, and emerging technologies (AI focus).
- Strong expertise in cyber‑security standards, regulations, and risk management.
- Familiarity with public‑sector ICT frameworks, procurement rules, and legal aspects.
- Proven ability in strategic planning, budgeting, and project governance.
- Excellent analytical, problem‑solving, and decision‑support capabilities.
- Strong communication, pedagogical, and stakeholder‑engagement skills.
- Ability to work transversally, lead teams, and promote public‑service values.
- High discretion, rigor, methodical approach, and proactive initiative.
**Required Education & Certifications**
- Master’s degree (Bac + 5) in Information Technology, Computer Science, Engineering, or related field.
- Significant professional experience in public‑sector IS management or equivalent senior role.
- Certifications in IT security (e.g., ISO 27001, CISSP) and/or project management are advantageous.
