Job Description: **Job Title** Finance & HR IT Project Manager – Public Sector (M/F) **Role Summary** Lead and deliver information‑technology projects in the finance and human resources domains for a public social insertion agency. Act as the bridge between business functions, IT/DSI leadership, and external partners to optimise existing tools and deploy new services while ensuring quality, cost, schedule, and security objectives are met. **Expectations** - Minimum 5 years of project management experience in IT, preferably with finance and HR systems. - Strong communication skills (written and spoken French). - Ability to adapt to changing priorities and work effectively in a team. - Knowledge of cyber‑security, responsible digital practices, and public‑sector regulatory constraints. - Proven track record in managing risks, budgets, and stakeholder expectations. **Key Responsibilities** - Own the project lifecycle: needs‑gathering, requirement prioritisation, technical specification, testing, production launch, and post‑deployment support. - Collaborate with business units to create detailed specifications and success criteria. - Coordinate and mentor functional stakeholders through test phases and production releases. - Oversee technical integration, security compliance, and data protection from design to deployment. - Manage vendor relationships (publishers, integrators, TMA) and contractual obligations. - Monitor project metrics (cost, timeline, quality) and implement corrective actions as needed. - Provide user adoption support: training, communication, and service‑level management. - Conduct risk assessments, maintain risk register, and develop mitigation plans. **Required Skills** - Project Management Methodologies (e.g., PMI, Prince2, Agile). - Strong analytical and problem‑solving abilities. - Excellent oral and written communication in French; English language proficiency a plus. - Team leadership and stakeholder engagement. - Time‑management and prioritisation. - Familiarity with ERP/Finance and HRIS environments (e.g., SAP, Oracle, DATEV). - Cyber‑security awareness and data protection regulations (GDPR, French data laws). **Required Education & Certifications** - Bachelor’s degree or higher in Computer Science, Information Systems, or equivalent (Bac+5). - Professional project‑management certification (PMP, Prince2 Foundation/Practitioner, or CMMI). - Additional certifications in finance or HRIS systems preferred.
