Job Description
**Job Title** Programme Manager – Senior Consultant **Role Summary** Lead and manage complex, cross‑directorate programmes within the public sector, ensuring delivery against time, quality and budget constraints. Apply structured governance, risk management and stakeholder engagement to drive measurable outcomes for clients and residents. **Expectations** - 5–7+ years of programme management experience, ideally in public sector or consulting contexts. - Proven ability to navigate ambiguity and develop actionable, tangible solutions. - Strong strategic perspective combined with operational execution. - Demonstrated success in managing resources, budgets, and multiple interdependent projects. - Capacity to influence and collaborate across senior stakeholders and delivery teams. **Key Responsibilities** - Design, develop and maintain programme and project plans, sequencing and dependency mapping. - Set up governance structures, reporting mechanisms and success metrics for internal and client stakeholders. - Monitor programme progress, manage escalations and ensure adherence to milestones, deliverables and budgets. - Allocate and manage resources (consultants, client teams, contractors) to meet programme objectives. - Provide timely updates to internal PMO and external clients, tailoring information to audience needs. - Contribute to the continuous improvement of PM practice, including tools, techniques, retrospectives and coaching. - Champion organisational guiding principles and embed them in decision‑making and delivery. **Required Skills** - Programme Management (PRINCE2, PMP, PMI, Agile frameworks). - Stakeholder Relationship Management and communication. - Risk, Issue and Change Management. - Resource planning and financial budgeting. - Strategic planning, sequencing and dependency management. - Governance, reporting and KPI setting. - Leadership and mentoring of multidisciplinary teams. - Experience with public sector transformation, ERP implementations, and organisational change. **Required Education & Certifications** - Bachelor’s degree in Business, Project Management, Public Administration or related field. - Professional certification such as PRINCE2 Practitioner, PRINCE2 Agile, PMP, or equivalent. - Ongoing professional development in programme management and public sector best practices.
