About the Company

L’agence des communications mobiles opérationnelles de sécurité et de secours (ACMOSS) est un établissement public national à caractère administratif, sous la tutelle du ministre de l’Intérieur. Créée par décret le 30 mars 2023, l’ACMOSS est chargée de la mise en œuvre et de l’opération du Réseau Radio du Futur (RRF). Le RRF est un réseau de télécommunications numérique ayant vocation à remplacer les réseaux de télécommunications utilisés par les services publics français (polices nationale et municipales, gendarmerie, pompiers, SAMU, douaniers, administrations pénitentiaires, Préfectures ...) à partir d'avril 2025. Ainsi, le RRF dotera les acteurs de la sécurité et du secours français d’un système de communication commun, prioritaire, sécurisé et haut débit bénéficiant des meilleures technologies numériques et d’un haut niveau de résilience en cas de crise. Job Description
Job Title: Head of Operations Supervision Office – RRF Role Summary: Oversee the operation and security of the RRF network infrastructure (NOC) while managing a multidisciplinary team to meet operational objectives and ensure continuous service availability. Expectations: - Deliver reliable network operations and incident resolution. - Maintain high availability and security standards. - Lead the NOC team and external service providers. - Foster continuous improvement and regulatory compliance. - Make timely, informed decisions during crises. Key Responsibilities: - Supervise, coordinate, and develop the NOC team. - Plan, schedule, and manage staffing and overall operations. - Recruit, onboard, and train operators. - Ensure platform and service availability and security. - Monitor, track, and resolve all operational tasks, including incident management and preventive maintenance. - Document incident resolution procedures and drive improvement initiatives. - Oversee contractor activities related to NOC functions. - Monitor operational performance metrics. - Maintain network stability and performance. - Configure and accept new network equipment. - Participate in decision-making and operational crisis cells. - Execute SOC directives and crisis management protocols. Job Description
**Job title**: Deputy Operations Director **Role Summary** Lead the day‑to‑day operations of a high‑availability mobile communication network for security, rescue, and health forces, coordinating the Control Centre, managing critical incidents, and ensuring the performance and resilience of 4G/5G services. **Expectations** • Co‑manage network operations with the Director, driving strategic and operational excellence. • Maintain 24/7 service continuity, optimise performance, and prepare for crisis conditions. • Manage, mentor, and grow a multidisciplinary engineering team. • Deliver clear, timely communication to stakeholders and end‑users. **Key Responsibilities** • Supervise the Control Centre (CCO) and coordinate response to incidents and alarms. • Plan, monitor, and optimise operations on external network infrastructure. • Provide Level‑3 support for RRF users and resolve complex incidents. • Conduct risk assessment, incident analysis, and post‑mortem improvement actions. • Manage MVNO, IMS, VoLTE, and MCPTT/MCDATA/MCVIDEO services. • Oversee OSS/BSS, EMM, API/SDK integration and cloud hosting environments. • Coordinate cross‑departmental emergency response and crisis management efforts. **Required Skills** • Expertise in 4G/5G core networks, MVNO operations, and full IMS/VoLTE service delivery. • Proven experience in supervision centre management and incident lifecycle handling. • Strong knowledge of 3GPP standards, mission‑critical communications, and MCPTT. • Cloud, on‑premise hosting, and API integration proficiency. • Leadership experience managing engineering teams, with excellent oral and written communication. • Analytical, problem‑solving, and decision‑making capabilities under pressure. **Required Education & Certifications** • Minimum Master’s degree (Bac + 5) in Telecommunications, Information Systems, or related field. • 8 + years of senior operations experience in mobile networks, including managerial responsibility. • Relevant certifications preferred: 3GPP, IMS, VoLTE, or equivalent network operations credentials.
