**Job Title:**
LGR Implementation Director
**Role Summary:**
Lead the strategic direction and delivery of the Local Government Reorganisation (LGR) programme for a unitary council model. Drive transformation across all service areas, ensure effective governance, build organisational capacity, and manage stakeholder relationships to achieve sustainable, citizen‑focused public services within a fixed‑term contract.
**Expectations:**
- Deliver a complex, multi‑phase transformation on time and within budget.
- Demonstrate strong strategic vision, financial oversight, and political acumen.
- Foster an inclusive culture that supports continuous improvement and resilience.
- Maintain transparent communication with council members, staff, partners, and the public.
- Provide leadership continuity, including deputising for the Chief Executive when required.
**Key Responsibilities:**
- Set and articulate the LGR vision and strategy, aligning with council objectives.
- Lead a system‑level Programme Management Office (PMO), overseeing planning, coordination, and delivery.
- Drive change management, championing innovative, efficient service models.
- Build and manage a core implementation team (Head of Implementation, Project Manager, directorate‑embedded roles).
- Engage and collaborate across councils, partners, and communities to break silos.
- Oversee programme operations, risk management, resource allocation, and decision‑making.
- Ensure robust governance processes and timely reporting of outcomes.
- Lead stakeholder and partner communication, building trust and managing expectations.
- Deputise for the Chief Executive in their absence and support top‑level leadership.
**Required Skills:**
- Senior strategic leadership in a large, complex public sector organisation.
- Proven programme and project management experience, with a track record of large‑scale transformation.
- Financial analysis and budgeting capability, balancing innovation with governance.
- People leadership, team building, and workforce capability planning.
- Strong change management, political, and stakeholder engagement skills.
- Excellent communication, analytical thinking, and decision‑making abilities.
- Commitment to equality, diversity, inclusion, and local democracy.
- Adaptability to work in ambiguous, dynamic environments.
**Required Education & Certifications:**
- Bachelor’s degree in Public Administration, Business Management, or related field (advanced degree preferred).
- Professional project management qualification (e.g., PMP, PRINCE2) highly desirable.
- Significant experience in public sector change initiatives; prior LGR or equivalent reorganisation experience is an asset.
