Job Description
**Job Title:** Security Manager **Role Summary:** Leads the development, implementation, and oversight of countywide physical security programs, policies, and procedures. Manages security personnel, budgets, and technology systems to protect facilities, ensure regulatory compliance, and support law‑enforcement coordination. **Expectations:** - Design and enforce comprehensive physical security standards. - Direct security staff performance, training, and development. - Maintain effective relationships with county leadership, elected officials, and external agencies. - Deliver measurable security program results within budget constraints. **Key Responsibilities:** - Create, organize, and manage security initiatives, including electronic security system standards and SOPs. - Oversee access control (hard keys, access cards) and surveillance systems administration. - Supervise maintenance, testing, and monitoring of all physical security equipment. - Develop and analyze metrics to assess program effectiveness and efficiency. - Coordinate with law‑enforcement agencies to align security and public safety efforts. - Lead staffing functions: hiring recommendations, performance evaluations, disciplinary actions, and professional development. - Prepare, implement, and monitor the departmental security budget. - Perform additional duties as assigned. **Required Skills:** - Management & supervisory expertise, resource allocation, program evaluation. - Leadership, collaboration, and staff development. - Data analysis, problem‑solving, and decision‑making. - Contract negotiation, administration, and compliance. - Budget development and financial monitoring. - Strong verbal and written communication, including presentations and report writing. - Proficiency with office software (word processing, spreadsheets, databases) and modern office equipment. **Required Education & Certifications:** - Bachelor’s degree in Business Administration, Criminal Justice, or related field *or* equivalent combination of education and experience. - Minimum 12 years of security experience, including at least 6 years in security management (preferably corrections). - Valid Texas driver’s license. - Preferred: 2–3 years experience with Genetec Security Center or comparable video surveillance systems.
