**Job Title**
Financial Applications Manager (M/F)
**Role Summary**
Lead the maintenance, performance, and regulatory compliance of a city’s financial application portfolio (budgeting, accounting, financial execution). Oversee corrective and evolutionary work, coordinate cross‑functional teams, manage production deployments, maintain supplier relationships, and drive functional enhancements aligned with business needs.
**Expectations**
- Ensure continuous availability, high performance, and reliability of financial tools.
- Manage corrective and evolutionary maintenance across the application suite.
- Coordinate technical teams, external providers, and finance stakeholders.
- Lead change and release management processes.
- Maintain data compliance with GDPR, CNIL, and related financial data regulations.
- Oversee contractual obligations and supplier performance.
- Contribute to functional evolution based on business requirements.
**Key Responsibilities**
- Maintain and upgrade the financial application portfolio (e.g., Astre GF).
- Guarantee availability, performance, and reliability of budgeting, accounting, and execution tools.
- Coordinate interventions among technical staff, contractors, and finance departments.
- Own production deployment and change management workflows.
- Verify regulatory compliance (GDPR, CNIL) and data governance.
- Monitor contracts, service levels, and supplier relationships.
- Collaborate with business units to define functional enhancements and road‑map.
- Produce and maintain procedures, technical documentation, and process guides.
**Required Skills**
- Expertise in financial application systems (Astre GF preferred).
- Strong understanding of IT architecture, data management, and interface integration.
- Knowledge of GDPR, CNIL, and finance‑specific regulatory frameworks.
- Proven experience in change and release management.
- Vendor and contract management proficiency.
- Excellent communication, stakeholder coordination, and analytical problem‑solving.
- Proactive, organized, methodical, adaptable, and strong relational skills.
**Required Education & Certifications**
- Master’s level (L7) degree in Computer Science, Information Systems, Engineering, or equivalent professional experience.
- ITIL, PMP, or Prince2 certification is advantageous.
