**Job Title**
Project Portfolio Manager – PMO (M/F)
**Role Summary**
Lead the establishment and operation of a Project Management Office (PMO) within the IT department, centralizing and professionalizing the management of the organization’s information‑system projects. Ensure consistent methodologies, governance, reporting, and prioritization to align project delivery with strategic objectives.
**Expectations**
- Proven experience in project, PMO, or portfolio management within an IT environment, preferably in health or social‑care sectors.
- Ability to drive methodological standardization, change management, and stakeholder coordination in a transforming organization.
- Strong analytical, communication, and pedagogical skills to facilitate governance and foster adoption of processes.
**Key Responsibilities**
- Consolidate and maintain a transparent view of all IT project requests and ongoing initiatives.
- Define, document, and sustain a common project methodology (e.g., PMI, PRINCE2, Agile, Lean) aligned with organizational practices.
- Formalize project lifecycle stages with defined deliverables (needs definition, scoping, development, testing, production).
- Design and manage prioritization processes based on business impact, resource availability, and timelines.
- Implement and administer project‑tracking tools, performance indicators, and regular reporting dashboards.
- Facilitate governance bodies, ensuring effective coordination between project teams, business units, and strategic committees.
- Support continuous improvement of project execution, reducing unstructured requests and smoothing production releases.
**Required Skills**
- Portfolio management and project governance expertise.
- Proficiency with project management tools (e.g., MS Project, Jira, ServiceNow or equivalents).
- Knowledge of project methodologies (PMI, PRINCE2, Agile, Lean).
- Strong reporting and KPI development capabilities.
- Excellent facilitation, training, and change‑management skills.
- Ability to work collaboratively across IT, operations, and business stakeholders.
- Fluency in French and English (written and spoken) is advantageous.
**Required Education & Certifications**
- Master's degree or equivalent (Bac +5) in Computer Science, Information Systems, Business Administration, or related field.
- Relevant certifications such as PMP, PRINCE2, Agile (Scrum Master), or equivalent are preferred.
