Job Description
**Job title** Community Infrastructure Consultant **Role Summary** The Community Infrastructure Consultant delivers on‑site technical assistance and training to rural communities managing water and wastewater systems. The role includes project planning, financing, utility management, and administration support to improve public water supply and wastewater disposal services. **Expectations** - Work independently with strong self‑directed time and project management. - Produce accurate, detailed reports and documentation under tight deadlines. - Maintain strict confidentiality of client, project and employee data. - Collaborate with federal, state and local agencies, internal partners, and community stakeholders. **Key Responsibilities** - Provide technical assistance to 15–20 rural water or wastewater facilities, solving supply and disposal issues. - Prepare written environmental project narratives, feasibility studies, rate analyses, and recommendation reports in accordance with CU Environmental Program and RCAP templates. - Maintain complete project files, logs, correspondence and working papers. - Organize and lead small‑group meetings with local decision makers to review facility development and solution options. - Partner with the Training Project Manager to facilitate community workshops. - Maintain relationships with regulatory and financing agencies to expand and improve services. - Ensure compliance with corporate policies, contractual obligations, and grant reporting. **Required Skills** - Excellent written and verbal communication. - Project and time management in a fast‑paced environment. - Ability to read and understand basic financial statements, budgeting, and capital improvement plans. - Strong attention to detail and high accuracy in deliverables. - Ability to collaborate effectively with diverse stakeholders. **Required Education & Certifications** - **Option A:** Bachelor’s degree in environmental sciences, social sciences, management, public administration or related field; 1 year of relevant experience. - **Option B:** Current Water or Wastewater Operator Certification plus minimum 5 years of experience operating or managing community environmental systems. - Valid driver’s license with acceptable driving record. - Authorized to work in the United States.
