**Job Title**
Contracts Management Officer – Procurement, Support & Monitoring (DSD VQ)
**Role Summary**
Oversee the planning, drafting, negotiation, execution and monitoring of public procurement contracts for the DGA Life services, focusing on contracts under €40 k and, in coordination with DAJCP, those above €40 k. Ensure compliance with French public procurement law, maintain financial control, and provide administrative support to operational teams.
**Expectations**
- Deliver high‑quality contractual documents and administrative records in line with established procedures.
- Maintain accurate dashboards and report regularly to the Operational Support Manager.
- Anticipate and resolve potential issues before they affect contract performance.
- Foster strong relationships with internal stakeholders and external suppliers.
**Key Responsibilities**
- Analyse operational needs, estimate contract values, and develop procurement strategies.
- Draft and validate contractual documents: CCTP, BPU/DQE, DPGF, purchase orders, service orders, subcontract agreements, advance payment statements, meeting minutes.
- Launch tender processes, negotiate terms, award contracts, and notify parties while ensuring regulatory compliance.
- Monitor financial execution, enforce non‑exceedance of contract limits, and update the dedicated dashboard.
- For contracts > €40 k, coordinate with DAJCP to secure financial/legal compliance, review final DCE dossiers, and support bid evaluation and contract execution.
- Provide training on procurement procedures and contractual clauses.
- Report regularly on contract status, identify risks, and recommend corrective actions.
**Required Skills**
- In‑depth knowledge of French public procurement legislation and procedures.
- Proficient in contract drafting, negotiation, and financial monitoring.
- Competent with procurement ERP systems and MS Office (Excel, Word).
- Strong analytical, organizational and detail‑oriented mindset.
- Excellent communication, stakeholder management and problem‑solving abilities.
**Required Education & Certifications**
- Bachelor’s degree in Public Administration, Law, Economics, or related field.
- Professional certification in public procurement or contract management is preferred.
