**Job Title:** Senior Business Analyst
**Role Summary:**
Lead financial planning, analysis, and ROI assessment for federal R&D programs, focusing on semiconductor and advanced technology initiatives. Partner with program managers and senior leadership to align funding with strategic goals, track budgets, and provide data‑driven decision support.
**Expectations:**
- 10+ years of experience in program‑management support, financial tracking, and operational analysis within federal or public‑sector environments.
- Proven ability to evaluate economic impacts of large‑scale R&D investments and to develop actionable financial metrics.
- Strong communication skills for preparing reports, briefings, and stakeholder correspondence.
**Key Responsibilities:**
- Conduct financial tracking, ROI analysis, and investment modeling for research initiatives and technology transitions.
- Prepare, maintain, and reconcile multi‑project program budgets; ensure compliance with funding constraints.
- Develop financial reports, dashboards, and metrics to support leadership decision‑making.
- Monitor milestone and deliverable progress, linking funding utilization to program timelines.
- Evaluate Broad Agency Announcement (BAA) proposals, SBIR/STTR solicitations, and other funding mechanisms.
- Perform economic impact analyses of semiconductor R&D funding to support national innovation goals.
- Collaborate with Program Managers to align financial strategies with operational objectives; provide budget visibility tools.
- Produce clear financial briefings, reports, and correspondence for internal and external stakeholders.
- Maintain organized financial records and continuously improve tracking systems and reporting templates.
**Required Skills:**
- Advanced financial modeling, cost‑benefit analysis, and ROI assessment.
