**Job Title** Call for Sectoral Experts – Technical Assistance Facility (TEI) OP‑VET (M/F) **Role Summary** Sectoral experts will be pre‑identified, highly qualified professionals ready to provide rapid technical assistance across multiple priority sectors under the Global Gateway initiative. They will join a multidisciplinary pool of French, international, and local Sub‑Saharan African experts to deliver specialized knowledge, design solutions, and support project implementation for clients worldwide. **Expectations** - Rapid mobilisation to support incoming missions. - Intellectual independence combined with collaborative teamwork. - High‑level expertise aligned with the four priority domains of the Global Gateway (Digital, Climate & Energy, Transport, Health). - Flexibility to adapt expertise to evolving client requests throughout the project lifecycle. **Key Responsibilities** 1. Assess and understand client contexts, reviewing all relevant documents. 2. Co‑create comprehensive action plans for each technical assistance mission. 3. Lead or contribute to mission kick‑off meetings and ongoing client engagements. 4. Deliver expert recommendations, tools, and capacity‑building strategies in one or more priority sectors. 5. Collaborate with other TEI OP‑VET experts to provide integrated, cross‑sector responses. 6. Document findings, best practices, and lessons learned for the TEI knowledge base. **Required Skills** - **Digital & ICT**: Digital transformation, e‑skills development, cybersecurity, ICT workforce needs analysis, innovative digital solutions design. - **Climate & Energy**: Green technology development, sustainable energy, climate‑project management, green finance engineering, supply‑chain resilience for environmental goals. - **Transport**: Strategic transport planning, climate‑resilient infrastructure, multimodal logistics analysis, sustainable mobility solutions. - **Health & Life Sciences**: Pharmaceutical supply‑chain coordination, local production capacity building, health workforce needs analysis, trans‑border health innovation. - **Cross‑cutting**: Project management, stakeholder engagement, policy and regulatory analysis, research and data interpretation, report writing. - Experience working in multi‑national, complex international development contexts. **Required Education & Certifications** - Master’s degree or higher (PhD preferred) in a field relevant to one or more priority sectors (e.g., Computer Science, Environmental Engineering, Transport Planning, Health Sciences, International Development, or Economics). - Professional certifications (e.g., PMP/Prince2, ITIL, Certified Information Systems Security Professional (CISSP), or equivalent domain‑specific credentials) are highly desirable. - Demonstrable track record of senior‑level consultancy or project implementation in international development or technical assistance. ---

Job Title: Application Manager Role Summary: Provide end‑to‑end application support and maintenance, ensuring reliable operation for 500‑1,000 users across finance, procurement, HR, and other agency functions. Serve as technical liaison between internal IT and external integrators/vendors, manage incidents, and drive application evolution in line with the multi‑year maintenance plan. Expectations: Deliver timely, first‑ and second‑level support; maintain high service quality; coordinate cross‑functional deployments; proactively manage problem resolution and knowledge documentation; adapt quickly to the agency’s systems and processes. Key Responsibilities: • Handle L1‑L2 application incidents: diagnose, resolve, document. • Escalate complex issues to functional or technical teams and monitor resolution. • Initiate problem management for recurring incidents. • Enrich knowledge base with user articles and memos. • Participate in application upgrades: requirement capture, functional specification, operational testing, and deployment coordination. • Plan, execute, and track maintenance tasks per the application lifecycle plan. • Manage user accounts, interface configuration, and data quality controls. • Act as technical reference for data models and maintain up‑to‑date documentation (procedures, instructions). • Interface with internal/external suppliers for file retrieval, delivery monitoring, data export/integration, and multi‑source data coordination.
