Job title: Project Management Officer (F/M)
Role Summary:
Lead the governance, portfolio management, and continuous improvement of project processes for a large cross‑functional services portfolio (≈180 studies and projects). Responsible for coordinating internal steering committees, tracking project life cycles, driving release management for key assets, and maintaining the Project Monitor tool. Act as the primary interface with the client (Ile‑de‑France Mobilités) and internal service heads, providing training, change management, and reporting.
Expectations:
- Deliver timely, accurate reports and dashboards for project status, cost, and risk.
- Ensure alignment between steering committees, project deliverables, and client contractual obligations.
- Identify and implement process and tool enhancements to improve operational visibility and efficiency.
Key Responsibilities:
1. **Steering Committee Management** – Prepare, lead, and document internal projects and corporate committees; track actions and ensure coherence across sessions.
2. **Portfolio Oversight** – Initiate and close studies/projects; monitor progress, financing, and quality; challenge budgets and schedules; support project managers with deliverable oversight.
3. **Project Monitor Tool Governance** – Enhance project tracking processes, update data, and adapt the tool to evolving business needs for optimal visibility.
4. **Operational Support** – Maintain monthly project pages (scenarios, project cards); produce routine and ad‑hoc reports; conduct risk monitoring; propose continuous improvement actions.
5. **Release Management & Change Management** – Manage asset releases, assist service leads, deliver training on project and release processes, and lead collaboration with external IT partners.
Required Skills:
- Proven PMO experience (≥3 years) with large portfolios (150+ projects, >300 staff, high‑volume client base).
- Mastery of portfolio management tools (e.g., Project Monitor, JIRA, MS Project) and collaborative platforms (Confluence, Teams).
- Strong communication, stakeholder management, diplomacy, and pedagogical skills.
- Analytical mindset: track KPIs, challenge forecasts, and drive data‑driven decisions.
- Proficiency in Microsoft Office (Outlook, Teams, Office Suite).
Required Education & Certifications:
- Bachelor’s (Bac +3) to Master’s (Bac +5) degree in Business, Management, or related field.
- PMO or Project Management certification preferred (PMP, Prince2, or equivalent).
