**Job Title**: Observation Project Manager (F/M)
**Role Summary**
Lead observation studies for industry branches, translating branch needs into service proposals, managing public procurement, and ensuring quality delivery of research outputs that inform strategic priorities.
**Expectations**
- Successfully secure and execute public procurement contracts.
- Deliver actionable insights and reports that influence branch strategy and policy.
- Collaborate effectively with internal stakeholders and external partners (e.g., national training bodies, workforce agencies).
**Key Responsibilities**
- Identify, analyse and restate branch needs into service proposals.
- Draft and manage public‑tender specifications, evaluate tender actions, and report progress to coordination and department leadership.
- Design, program, conduct and monitor surveys and interviews (questionnaires, sampling, weighting, statistical analysis, and qualitative synthesis).
- Prepare and lead steering, technical, and working‑group meetings; present findings in various forums.
- Analyse diverse statistical and qualitative data sources, produce high‑quality deliverables (reports, dashboards, infographics).
- Contribute to surveillance of branch activities, develop knowledge bases, and support observatory content on the organization’s website.
- Network with territorial expertise units, drive territorial observation initiatives, and provide advisory support to other departments.
- Maintain project tracking and reporting, and champion omnichannel communication of research outcomes.

**Required Education & Certifications**
- Master’s degree (Master II) in Economics‑Management, Sociology, Political Science, Statistics, or Business Intelligence.
- Minimum 3 years of post‑graduation experience as study officer, project manager, or consultant, preferably in employment and/or vocational training.
