Job Description

**Job title**: Senior Business Analyst – Change & Transformation **Role Summary** Lead business analysis for strategic transformation projects within a public sector portfolio, programme and projects service. Drive change initiatives, secure stakeholder alignment, develop business cases, and mentor junior analysts. **Expectations** - Deliver high‑quality analysis that supports transformation objectives. - Maintain independent yet collaborative working style across multidisciplinary teams. - Provide proactive, creative problem‑solving and mentoring to the BA function. - Ensure compliance with local authority standards and best practice frameworks. **Key Responsibilities** - Engage senior stakeholders, secure understanding and buy‑in for transformation initiatives. - Define, shape and evaluate business cases for change projects. - Lead requirement gathering, as‑is analysis, pain‑point identification, and future‑state design. - Apply repeatable tools and techniques for solution design and process redesign. - Coach and support junior Business Analysts, promoting standards and best practice. - Assist in recruitment and resourcing for the BA team. - Work independently and collaboratively to maximize delivery and benefits. **Required Skills** - Proven Business Analysis experience in change and transformation. - Strong facilitation, communication, and stakeholder management. - Expertise in process design/redesign and requirements development. - Leadership and mentoring experience. - Ability to work in a complex, local authority or similar environment. - Proactive, creative problem‑solver with collaboration focus. **Required Education & Certifications** - Bachelor’s degree in Business, Economics, Information Systems, or related field. - Professional Business Analysis certification (e.g., CBAP, PMI-PBA) preferred.
