Job Description
**Job Title** Principal Liaison Officer (EMA) **Role Summary** Serve as the primary point of contact between the NATO Support and Procurement Agency (NSPA) and the Defence and Security Cooperation Directorate (DSCD), facilitating coordination, policy development, and project execution across NATO and allied bodies. **Expectations** - Represent NSPA in all relevant NATO HQ and off‑site meetings, working groups, and informal forums. - Maintain continuous liaison with NSPA staff in Ukraine, NATO International Staff, and other NATO organisations. - Build and sustain a robust stakeholder network to inform decision‑making and project outcomes. - Provide policy input and strategic advice to DSCD and NSPA on functional areas impacting CAP Trust Fund programmes. - Ensure rapid NSPA responsiveness to urgent tasks and CAP Trust Fund projects. **Key Responsibilities** - Act as PoC between NSPA and DSCD, attending meetings, working visits, and forums. - Liaise with NSPA Ukraine staff and maintain ties with NATO International Staff and agencies. - Proactively develop stakeholder network to integrate all project impacts into decision‑making. - Advise on policy developments affecting DSCD and NSPA functional areas. - Identify and contribute to frameworks enhancing cooperation between NSPA and DSCD. - Offer expertise and recommendations throughout management, development, and execution of CAP Trust Fund projects. - Support DSCD on NSPA project planning and coordination, especially where NSPA delivers or supports CAP‑funded capabilities. - Provide updates to Allied Committees on project status, procurement strategies, funding, reporting, and performance outcomes. **Required Skills** - Strong diplomatic and stakeholder‑management skills. - Excellent communication and interpersonal abilities. - Strategic thinking with policy‑analysis capability. - Project management experience, preferably with CAP Trust Fund or similar programmes. - Ability to work in a multicultural environment and across multiple languages (English required; additional languages desirable). - High level of discretion, confidentiality, and professionalism. **Required Education & Certifications** - Bachelor’s degree (or equivalent) in a relevant field; Master’s degree preferred. - Equivalent professional experience acceptable. - Valid security clearance that can be effected or confirmed rapidly. ---
