Mandatory Qualification/Requirement
Project Management Professional (PMP) or PRINCE2 Practitioner certification.
Demonstrated experience as a practicing Project Manager managing different, complex Commercial-Off-The-Shelf (COTS) implementation projects in an IT environment.
Candidate agrees and is committed to working full time onsite at a Government of Saskatchewan office in Regina, Saskatchewan upon contract start date and for the duration of the contract.

Local Knowledge
Demonstrated experience as a practising Project Manager managing two (2) or more large-scale, complex transformation projects, that included public-facing online technology component(s).
Demonstrate strong interpersonal skills, evidenced by the ability to effectively collaborate with stakeholders at all organizational levels and prioritize business objectives.
Proven record of achievement as a Project Manager demonstrating experience in successfully working in an IT project environment overseeing 3rd party implementors and proprietary technology solutions.
Demonstrated experience preparing or overseeing the development of project documents (e.g. status/progress reports, detailed budget, resource estimates, project plans and proposals, strategies, executive presentations, project close-out documents including transition to operations and "lessons learned").
Demonstrated Project Management experience including successfully managing team resources, risks, systems development, estimating effort and costs, and planning and scheduling project activities following Project Management Institute (PMI) standards, processes and documentation.
Demonstrated technical background with experience communicating technical concepts to a variety of technical and non-technical audiences.
Demonstrated experience working with tools such as Azure DevOps to manage projects.
Demonstrated experience working with ITSM tools such as ServiceNow for tasks and ticket management.
Experience working on public sector information technology projects is considered an asset.
Demonstrated experience and applied knowledge of Organizational Change Management including but not limited to certification in Organizational Change Management is considered an asset.
Position Overview
The Ministry of SaskBuilds and Procurement (SBP), Information Technology Division (ITD), Project Delivery Office (PDO), on behalf of the Ministry of Government Relations (GR) is looking for Project Manager(s) with a strong background in project management to lead a critical initiative.
The resource(s) will be responsible for managing the Municipal Investment Transformation (MINT) Project. This initiative is focused on the comprehensive modernization of the IT infrastructure, with a primary focus on replacing several high-risk applications and databases to address security vulnerabilities and outdated systems. Concurrently, it aims to enhance data management and improve customer service delivery. The project also introduces cross-ministerial data sharing mechanisms to foster greater collaboration and increase operational efficiency across ministries.
The Project Manager will be expected to work with the preferred external vendor along with all GOS stakeholders (ITD, IT service partners and the various clients and executives) to deliver the project and deliverables. The Project Manager will be required to have exceptional relationship-building, communication and facilitation skills. The resource will have a proven track record of successfully managing complex projects involving multiple stakeholders, and will demonstrate the ability to drive change, foster collaboration and deliver results in a dynamic environment.
Within the PDO, Project Managers are responsible for applying the existing project management
methodologies and processes to ensure the successful completion of project goals within identified
schedule and budget constraints. Additionally, Project Managers are encouraged to participate in
establishing management methodologies, practices and procedures. There is potential for the
resource to be assigned to other projects as required.
The successful resource(s) will be an integral part of the Project Management Team and will be responsible for, but not limited to, the following duties:
Develop the terms of the Detailed Project Plan in consultation with the Project Leadership Team.
Produce the Project Plan and gain Project Sponsor approval.
