An opportunity has arisen for an experienced Project Manager (Pre-Construction) to join a local authority housing directorate, supporting the planning and mobilisation of major capital projects prior to site delivery.

This role sits at the front end of the capital pipeline and is ideal for a project manager who thrives in early-stage project definition, stakeholder coordination, and regulatory readiness.

Key Responsibilities

Lead pre-construction stages of capital projects from feasibility to handover
Plan and manage RIBA Stages 0–4, ensuring projects are fully packaged for delivery
Coordinate consultants, designers, planners, and technical advisors
Work closely with procurement to plan tenders, supply chains, and consultant appointments
Manage Section 20 leaseholder consultation processes
Liaise with Building Control, Planning, Fire & Building Safety, and the Building Safety Regulator
Develop project budgets, milestones, and risk profiles
Ensure smooth and complete handover to Capital Delivery teams

Essential Experience & Skills

Strong working knowledge of RIBA stages, particularly 0–4
Experience in pre-construction project management within housing or construction
Understanding of the Building Safety Act 2022, especially in occupied or higher-risk buildings
Proven ability to manage consultants and multi-disciplinary stakeholders
Commercial awareness and budget management experience
Project Management qualification (PRINCE2, APM, or similar)
Clear, confident communicator with strong organisational skills
