About The Role
The client of Teckhorizon is transforming how registry services are delivered to Albertans. Using an agile, human-centric approach, we’re replacing legacy systems with secure, cloud-based digital services—starting with the Land Titles Registry.
We’re looking for a Service Owner who thrives at the intersection of business, technology, and data. You’ll lead product teams, work closely with stakeholders, and help deliver digital solutions that improve client and employee experiences while driving operational efficiency.
What You’ll Do
Product & Service Delivery
Lead digital products end-to-end: discovery, design, testing, and implementation
Guide product teams to deliver solutions aligned to user and business needs
Redesign operational processes and plan service rollouts
Define acceptance criteria, oversee UAT, and ensure quality delivery
Prioritize requirements and manage scope trade-offs based on value, risk, and feasibility
Identify barriers to change and recommend mitigation strategies (including policy or legislative impacts)
Support benefits realization, including efficiency gains and cost savings
User-Centric Research & Engagement
Engage staff across the organization to identify and prioritize modernization opportunities
Champion improved client and employee experiences
Provide recommendations to executive leadership and governance bodies
Legacy System Replacement & Technology Strategy
Support strategic product roadmaps and long-term sustainability planning
Collaborate with Ministry of Technology and Innovation partners
Assess legacy systems and recommend modern technology and sourcing approaches
Ensure alignment with the multi-year Registries Modernization roadmap
Agile & Digital Leadership
Champion agile and digital delivery practices
Advocate for operational and program changes required for digitization
Support status reporting on progress, schedule, and costs
Lead product demos for stakeholders, governance committees, and communities of practice
Data, Reporting & Analytics
Define a clear data product vision aligned with business objectives
Prioritize data features and enhancements using insights and business value
Ensure compliance with data governance, privacy, and regulatory requirements
Translate business needs into user stories for data and analytics teams
Partner with stakeholders to define metrics, KPIs, and dashboards
What You Bring
Required
5+ years’ experience:
Working with business, IT, and subject matter experts
Documenting business requirements, processes, and workflows
Leading or facilitating teams and stakeholder engagements
Designing and implementing complex IT solutions
Working in agile development environments
Explaining complex data concepts to non-technical audiences
Strong knowledge of Agile/Scrum (JIRA experience preferred)
Experience conducting gap analysis between legacy and modern systems
Ability to interpret and apply legislation, policies, and standards
A collaborative, results-driven mindset with the ability to work independently
Nice to Have
Bachelor’s degree in IT or a related field
Product Owner certification (CSPO or PSPO)
Experience with:
Data quality, governance, and security
BI and advanced analytics in large, complex organizations
Project management and change management
Aligning data architecture to digital and data strategies
Program evaluation or policy analysis
