Position Overview

HHSC is seeking an experienced Business Analyst 3 to support a major Medicaid system modernization initiative and ongoing enhancements to existing Medicaid applications. This role requires a senior-level analyst with strong experience serving as a liaison between business stakeholders and IT teams, including architecture, project delivery, and application support.

The selected candidate will work onsite as part of a SAFe/Agile delivery environment, providing project and product oversight across multiple Medicaid Enterprise Systems (MES) vendors and IT-contracted systems.

Key Responsibilities

Review, analyze, and evaluate business systems and user needs
Translate business requirements into detailed functional and technical documentation
Support business process mapping, reengineering, and solution analysis
Prepare solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy vs. build)
Provide oversight of Medicaid IT-contracted systems and application enhancement initiatives
Act as an IT stakeholder across multiple MES vendor engagements
Support SAFe/Agile teams on modernization and enhancement efforts
Create, maintain, and govern project artifacts, processes, and documentation

Required Qualifications

8+ years of experience in business systems analysis and requirements gathering
Minimum 5 years serving as a liaison between business and IT teams
Strong experience in business process reengineering and data analysis
Ability to independently perform complex analytical and documentation tasks
Excellent communication and stakeholder management skills

Preferred Qualifications

3+ years working in an Agile environment (SAFe preferred)
Experience with Texas HHSC, Texas Medicaid, or CHIP systems
Project management experience; PMP certification is a strong plus
