Description
We are seeking a strategic and technically skilled Data Architect to develop and support a public health data ontology, including data models, business glossary, data governance, and interoperability standards. This work will form the foundation of a cloud-based public health data domain. It will include a data model necessary for public health surveillance and analysis across multiple public health domains and lay the groundwork for an immunization registry data product.
Key Responsibilities:
Design and maintain enterprise-level data architectures for public health systems.
Work with a vendor to develop logical and physical data models for health datasets, including patient, encounter, immunization, and surveillance data.
Align data models with recognized standards such as SNOMED CT, and LOINC.
Promote interoperability by implementing and profiling HL7® FHIR® resources.
Collaborate with stakeholders including ministries, vendors, and public health experts to ensure data architecture meets business and clinical needs.
Define and enforce data governance, privacy, and security standards.
Support data integration across public health systems, EHR, EMR, etc.
Provide technical expertise in cloud-based data platforms, including Azure and Databricks and modern data exchange frameworks. Knowledge of data lakehouse and medallion architecture is necessary.
Qualifications:
Bachelor’s or Master’s degree in Computer Science, Health Informatics, or related field.
3+ years of experience in data architecture, preferably in healthcare or public health.
3+ years working with HL7® FHIR® standards, including resource modeling and profiling.
Strong understanding of public health reporting requirements and Canadian health data standards.
Experience with enterprise architecture frameworks (e.g., TOGAF, Zachman).
Familiarity with cloud platforms (Azure, AWS) and data modeling tools (e.g., Forge, IG Publisher).
Understanding of the Personal Health Information Protection Act and health data privacy.
Excellent communication and stakeholder engagement skills.
Required Technical Skills:
Data Modeling & Architecture:
