We are seeking a Senior IT Project Manager to lead the planning and implementation of a large-scale, statewide IT initiative supporting Public Health programs. This role will manage cross-functional teams, coordinate with internal and external stakeholders, and oversee vendor deliverables to ensure successful project execution.

The selected candidate will be responsible for full project lifecycle management including planning, budgeting, scheduling, procurement documentation, stakeholder communication, and implementation oversight.

Required Skills & Experience

8+ years of IT project management experience, preferably leading large, complex system implementations
8+ years managing system deployments with multiple stakeholders/clients
8+ years delivering projects within scope, schedule, and budget
7+ years hands-on experience managing risk, cost, schedule, quality, testing, and communications
7+ years experience with Microsoft Project
7+ years experience with MS Office and SharePoint
5+ years experience in both Waterfall and Agile methodologies
8+ years vendor management experience on large IT implementations
8+ years technical architecture/infrastructure knowledge
8+ years hands-on technical knowledge (development, database design, web technologies)
3+ years experience using Agile tools (ServiceNow, Jira, VersionOne, etc.)
Strong leadership, analytical, organizational, communication, and problem-solving skills
Experience writing RFPs and technical documentation
Understanding of iterative and incremental development

Preferred Qualifications

Experience working with State or Local Government
Proven ability to manage Agile backlog and Kanban flow
