Position title: RFP 098-WCB-26-017 Data Analyst
Working Status: Hybrid - Onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable
Location: 333/363 Broadway in Winnipeg, Manitoba
Start Date: April 27th, 2026
Hours per week: 36.25 Hours
The resources should have experience and knowledge including but not limited to the following:
Ability to perform in a hybrid technical role that bridges Regulatory Compliance (Privacy/Security) and Database Engineering.
Hands-on SQL engineering experience, with the ability to work effectively in Microsoft SQL Server environments. Must understand execution plans, metadata schemas (e.g., sys.tables, sys.columns), and data profiling techniques.
Experience delivering projects involving FIPPA, PHIA, GDPR, CCPA, or HIPAA, with the ability to translate policy and compliance requirements into technical specifications.
Experience managing data across on‑premises SQL Servers and Azure services (e.g., SQL Managed Instance, Data Factory), including an understanding of security considerations when transferring data between environments.
Experience working in a regulated environment where every change is documented, peer-reviewed, and auditable.
Knowledge of data discovery and data classification techniques, including familiarity with automated classification tools such as Azure Purview, Informatica, Titus, or other industry-standard solutions.
Solid understanding of data‑masking techniques, including substitution, shuffling, blurring, and nulling.
Experience performing post‑encryption and post‑masking quality assurance (QA) to ensure application functionality remains unaffected.
Familiarity with Azure Data Factory (ADF) for data movement and Azure Monitor for tracking audit controls.
Basic understanding of Key Management Services (KMS) and/or other networking and Infrastructure concepts and workflows.
Knowledge of database backup/recovery patterns to ensure security and data controls are maintained during disaster recovery events.
Meticulous approach to documentation, with the ability to produce “audit‑ready” artifacts demonstrating secure handling of data.
An experience in implementing at least two of the following at scale: Data Classification, Static/Dynamic Data Masking, or Database Encryption (TDE/Always Encrypted) will be considered an asset.
Strong interpersonal skills to collaborate effectively with Data Architects (on design), Infrastructure SMEs, DBAs (on implementation), and Legal/Compliance (on requirements).
Project Background
The WCB is running several initiatives and projects that are data-driven and as such intends to procure the services of an experienced data analyst on a contractual basis. These initiatives are fundamental in nature and involve Data classification, Data Encryption and Data Masking at enterprise level.
The WCB anticipates that this RFP will result in proposals from entities who are capable of providing an individual resource with the requisite experience and qualifications to work effectively as part of the team at the WCB that includes roles such as Database administrators, Solution Architects, technical Architects, data Architects, Project Managers, Business Analysts, Change Managers, Infrastructure specialists (include cloud) among others.
The WCB data landscape includes SQL (majority), some DB2, SQL MI and other ad hoc data sources.
The WCB's Business Intelligence team currently uses SQL, SQL MI, SSIS, SSAS, SSRS and Power BI reports.
The proposed data analyst should demonstrate strong teamwork and communication skills be able to work effectively within a Unionized/ Crown Corporation environment.
Change Management Requirements
The WCB has adopted the Prosci® methodology and the ADKAR® model as its enterprise approach to Change Management. The Successful Vendor resource should be well versed with the change management principles and should have an ability to work with the change management team as needed to effectively participate in and contribute to the change management activities associated with the data initiatives.
Description of Services
The WCB requires the Contracted resource to undertake activities that include, but not limited to, the following:
General Responsibilities
Act as a liaison between compliance requirements and technical data implementation.
Translate privacy, security, industry and regulatory requirements into executable data analysis activities.
Perform hands-on data analysis across MS SQL Server databases using SQL toolsets.
Write and optimize SQL queries in SQL toolsets for data profiling, validation, metadata analysis, and reporting.
Support gap analysis by comparing current data states aga
