Job Description

Texas Health and Human Services Commission is seeking a highly experienced Developer/Programmer Analyst to support application modernization efforts under the CARE Services Migration initiative. The consultant will design, develop, and maintain enterprise web applications across both front-end and back-end layers using Java, Spring Boot, and modern JavaScript frameworks such as React or Angular.

The role involves full lifecycle development including architecture, coding, API integration, testing, deployment, performance optimization, and security remediation in a large enterprise environment.

Responsibilities

Participate in high-level and detailed design, development, testing, and deployment of application components.
Develop and maintain web applications using Java/J2EE and Spring Boot.
Build responsive user interfaces using React or Angular.
Design and integrate RESTful APIs and web services.
Implement application security using JWT, OAuth, and related standards.
Analyze applications for performance tuning and optimization opportunities.
Perform code reviews and remediate vulnerabilities.
Create technical and design documentation.
Ensure adherence to best practices for scalability, reliability, and maintainability.
Collaborate with Agile teams and stakeholders.
Support full SDLC activities.
