Position: Business Architect - Senior
Location: 525 University Avenue, Toronto, ON (Hybrid- 3days in a week)
Client: Public Sector
Type: Contract (Initial term of 12+ month with possibility of extension)

Must Haves:
Experience with Identity and Access Management products or initiatives strongly preferred.
Proven experience leading and delivering artifacts for standards initiatives, including performing scans and assessments of current, pan-Canadian, and international standards and best practices related to digital identity, access management, and/or interoperability and making recommendations.
Experience delivering business architecture artifacts in government, healthcare, or similarly complex multi-stakeholder environments.
Demonstrated commitment and proven ability to do effective stakeholder management.
Excellent facilitation, negotiation, and consensus-building skills, particularly in multi-stakeholder settings.
Strong written and verbal communication skills, with the ability to present complex concepts clearly to executives, technical teams, and external stakeholders.
Demonstrated ability to analyze complex problems, assess risks, and recommend pragmatic, implementable solutions.
Proven ability to work independently, manage competing priorities, and deliver high-quality outputs.
Demonstrated experience modelling business architecture at enterprise and/or core business levels.
Experience developing enterprise architecture artifacts (conceptual, business, and contextual models).
Strong knowledge of architecture frameworks such as TOGAF and Zachman, and their application in healthcare or digital identity contexts.
Desired Skills:
Knowledge and experience with information technology and Identity and Access Management providing the ability to integrate and identify digitally enabled opportunities to solve business pressures/needs;
Knowledge and experience with cloud operating models, modern digital identity patterns, implementations and solutions
Strong knowledge of digital identity, access management, and interoperability standards (e.g., SAML, OIDC, OAuth, trust frameworks, etc.).
Knowledge of health sector data and interoperability standards (e.g., SMART on FHIR, OAuth 2.0, OpenID Connect (OIDC), SAML, NIST SP 800-63, ISO/IEC 27001, Levels of Assurance)
Familiarity with healthcare digital ecosystems and privacy/security considerations.
Experience translating technical standards into business language, impacts, and recommendations.
Strong workshop facilitation and stakeholder engagement skills.
Rated Criteria:
Business Architecture: Minimum 5+ years experience as a Business Architect working specifically in the strategic and business domains, preferably in digital or identity-related programs. 10 Points
Business Architecture: Demonstrated experience leading and delivering analysis and artifacts for the development and/or implementation of standards for enterprise and / or sector-wide adoption, including:
• Applied experience with standards used in health sector and for identity, authentication, and authorization (e.g., SMART on FHIR, OAuth 2.0, OpenID Connect (OIDC), SAML, NIST SP 800-63, ISO/IEC 27001, Levels of Assurance)
• Stakeholder facilitation,
• Consensus-building,
• Component modeling (process, KPIs, value streams, capabilities), and
• Communications and change management activities 30 Points
Business Architecture: Demonstrated leadership in provincial or large-scale digital transformation initiatives, including stakeholder engagement, modeling current/target states, and change enablement. 20 Points
Business Architecture: Demonstrated experience developing business architecture artifacts supporting data and interoperability services, including business context models, value streams, capability models, information models, and TOGAF-aligned approaches. 20 Points
Digital Health Experience: Minimum 5+ years or relevant professional experience working in the health sector, with experience supporting health system, digital health, or health information initiatives. 20 Points
