**Job Title:** Procurement Officer
**Role Summary:**
Lead strategic procurement for shipbuilding projects, securing materials, equipment, and services that meet cost, quality, and delivery targets. Drive supplier relationships, negotiate contracts, and mitigate supply chain risks. Support project managers and manufacturing teams by forecasting needs, managing purchase orders, and ensuring compliance with internal and external regulations.

- Maintain high procurement performance with a focus on cost savings and service quality.
- Deliver timely, compliant, and efficient sourcing solutions aligned with shipbuilding timelines and budgets.
- Demonstrate senior-level negotiation and contract management skills within a fast-paced, deadline-driven environment.
- Mentor junior buyers (where applicable) and contribute to continuous improvement of procurement processes.
**Key Responsibilities:**
- Procure goods, components, and services per project specifications and delivery schedules.
- Conduct cost analysis, market research, and supplier evaluation to identify opportunities for savings and innovation.
- Negotiate contracts, secure favorable terms, and manage contract performance and compliance.
- Prepare and issue purchase orders, track shipments, and update inventory records.
- Identify, assess, and mitigate supply chain risks; implement risk mitigation plans.
- Compile procurement briefs, status reports, and performance reviews for stakeholders.
- Collaborate with engineering, production, and logistics teams to forecast material requirements.
- Evaluate supplier performance through KPIs; drive corrective actions and continuous improvement.
- Mentor and oversee junior buyers’ activities when required.
**Required Skills:**
- Advanced proficiency in Microsoft Excel, PowerPoint, and Word.
- Senior procurement experience with contract tendering, award, and management.
- Strong negotiation, analytical, and commercial acumen.
- Experienced in ERP systems (e.g., SAP).
- Supplier sourcing competency across national and local supply chains.
- Excellent organizational, analytical, and communication abilities.
- Ability to work under tight deadlines and in high-pressure environments.
**Required Education & Certifications:**
- Certified Professional in Supply Management (CPSM), Certified Purchasing Professional (CPP), Certified Supply Chain Professional (CSCP), or Certified Professional in Supplier Diversity (CPSD).
- MCIPS qualification or actively pursuing it.
- Bachelor’s degree in Business, Engineering, Manufacturing, or related discipline.
