**Job Title:** Business Analyst – Asset Management
**Role Summary:**
Drive the design and implementation of a new capital‑asset management system for a municipal council. Lead business case development, market analysis, and stakeholder engagement to ensure seamless integration with finance, housing, and property services.
**Expectations:**
- Deliver clear business requirements and functional specifications.
- Coordinate data migration and system integration activities.
- Collaborate with finance, property, and housing teams to define reporting, forecasting, and lifecycle planning needs.
- Support project planning, risk management, and stakeholder communication throughout delivery.
**Key Responsibilities:**
- Develop business cases and conduct market reviews for system selection.
- Elicit, document, and validate functional and non‑functional requirements.
- Produce functional design specifications and test artefacts.
- Map and align asset lifecycle, investment tracking, and forecasting processes.
- Define integration points and data flows between asset, finance, housing, and property systems.
- Lead data migration strategy and oversee data quality checks.
- Facilitate workshops, demos, and training sessions for end‑users and stakeholders.
- Monitor project progress, report status, and manage change requests.
**Required Skills:**
- Strong knowledge of capital asset management and property lifecycle processes.
- Proven experience in requirements gathering and functional specification writing.
- Ability to translate finance and property reporting needs into system solutions.
- Familiarity with integration of financial, housing, and property management systems.
- Excellent analytical, communication, and stakeholder‑management skills.
- Proficient in business analysis tools (e.g., BPMN, UML, MS Visio, JIRA).
**Required Education & Certifications:**
- Bachelor’s degree in Business Administration, Finance, Engineering, Computer Science, or related field.
- Relevant professional certification (e.g., IIBA ECBA/CBAP, PMI‑BA, PRINCE2) preferred but not mandatory.
