Job Title
Assistant – Financial and Administrative Management (60%)
Role Summary
Provide comprehensive administrative and financial support to the General Administrator’s cabinet, ensuring adherence to internal procedures, accurate budget management, and timely execution of procurement and payment operations within a structured higher‑education environment.

Deliver high‑quality, confidential work, maintain precision in financial and administrative tasks, and support cross‑functional coordination with internal stakeholders and external partners.
Key Responsibilities
**Financial Operations**
1. Create and track purchase orders, mission orders (domestic and international) using SIFAC, ensuring compliance with internal rules and budget timelines.
2. Collect, verify, and file supporting documentation for all financial transactions.
3. Monitor budget execution, verify correct expense allocation across cost centers, and maintain updated financial databases.
4. Prepare and process financial data entries, execute reconciliations, and generate follow‑up reports and dashboards.
5. Assist in the preparation of internship agreements and related documentation in liaison with relevant services.
**Administrative & Document Management**
6. Handle incoming and outgoing mail: registration, distribution, tracking, and archival.
7. Draft, format, and circulate internal and external correspondence, meeting minutes, status reports, and administrative notices.
8. Organise and update electronic and physical filing systems, ensuring compliance with retention and archiving policies.
9. Update and disseminate internal procedures and guidelines for the directorate.
10. Support logistical operations: coordinate space, equipment, and material needs; assist staff and teams; and manage physical and telephone reception of visitors.
Required Skills
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint).
- Experience with financial/accounting software, preferably SIFAC or equivalent.
- Strong data entry, analytical, and reporting capabilities.
- Excellent written and oral communication skills.
- High level of attention to detail and accuracy.
- Ability to handle confidential information with discretion.
- Effective time‑management and prioritisation in a fast‑paced environment.
- Collaborative team player with independent work capability.
- Knowledge of applicable legal, administrative, and financial regulations in public higher‑education institutions (advantageous).
Required Education & Certifications
- Bachelor’s degree (or equivalent) in Finance, Accounting, Business Administration, Public Administration, or a related field.
- No specific certifications required; relevant training in public‑institution accounting practices is a plus.
