**Job Title**: Operations Manager – Program Launch & Delivery
**Role Summary**
Lead end‑to‑end launch, implementation, and continuous delivery of a provincial‑scale program. Design and evolve QA/QC, operations, reporting, billing, and contractor management frameworks. Act as primary client liaison for QA/QC, reporting, and invoicing while aligning strategic and operational goals with program leadership.
**Expectations**
- Launch and scale complex programs from concept through sustained operation.
- Build, mentor, and manage multidisciplinary teams (QA/QC analysts, operations staff, contractors).
- Drive process optimization, KPI achievement, and financial discipline.
- Ensure contractual compliance and high‑quality service delivery.
- Maintain strong senior‑level client relationships and cross‑functional collaboration.
**Key Responsibilities**
- Design, implement, and continually improve QA/QC, operational, reporting, and billing processes.
- Develop and enforce standard operating procedures for accountability, billing, and contractor management.
- Lead a team of 4‑6 direct reports and 30‑45 contract resources, fostering performance and collaboration.
- Serve as main point of contact for the institutional client on QA/QC, reporting, and invoicing matters.
- Negotiate and manage supplier and partner contracts, ensuring compliance and stakeholder satisfaction.
- Monitor budgets, forecasts, and financial performance, ensuring rigorous fiscal control.
- Drive program growth strategies to extend reach, impact, and scalability.
- Resolve logistical and operational issues in partnership with contractors and internal teams.
**Required Skills**
- Proven program launch and operations leadership (≥7 yrs).
- Strong process‑design and continuous‑improvement expertise.
- Team building, staff management, and contractor oversight.
- Advanced proficiency in Excel (macros, Power Query) and Power BI; experience with Salesforce or equivalent CRM.
- Excellent communication with senior stakeholders and external partners.
- Financial management skills – budgeting, forecasting, billing.
- Ability to operate in fast‑changing, growth‑oriented environments.
- Knowledge of public‑sector or government client engagement (preferred).
- Experience in sustainability, energy efficiency, HVAC, or public services (advantageous).
**Required Education & Certifications**
- Postsecondary degree in Business Administration, Operations, Engineering, Analytics, Environmental Science, or related field.
- Certifications in project/program management (PMP, PRINCE2, or similar) preferred but not mandatory.
