Job Description
Job Title: Contracts Manager – Base Operations Support Role Summary: Lead end‑to‑end administration of large federal Base Operations Support contracts, ensuring compliance with FAR, DFARS, HSAR, and related regulations. Manage negotiation, modifications, subcontracting, funding oversight, performance monitoring, and audit readiness across multiple sites. Expectations: - Deliver timely, accurate contract documentation and reports. - Maintain funding in compliance with Limitations of Funds/Cost and budget constraints. - Ensure all contract terms, deliverables, and performance metrics meet government and client standards. Key Responsibilities: - Administer contracts from pre‑solicitation to closeout, including proposals, award, modifications, and performance evaluation. - Interpret and enforce contract language, PWS, labor standards, and key performance indicators. - Prepare, review, and execute subcontracts, task orders, NDAs, and flow‑downs. - Monitor contract funding; issue LOF/LOC notifications to prevent cost overruns. - Liaison with management, subcontractors, Contracting Officer, and Contract Specialist. - Coordinate with finance, operations, and program teams to ensure FAR/DFARS compliance and correct pricing/accounting. - Support proposal development, pricing, and negotiations with business development teams. - Perform risk assessments and mitigation for prime and subcontract terms. - Maintain audit readiness for DCAA, DCMA, and internal reviews; support CPARS and post‑award evaluations. Required Skills: - Extensive knowledge of FAR, DFARS, HSAR, SCA, SBA, and 8(a) requirements. - Proficiency in managing CPFF, FFP, FFP LOE, and T&M contract types. - Strong negotiation, analytical, and written communication abilities. - Familiarity with GSA, OASIS+, Seaport, CPARS, SAM.gov, and contract lifecycle tools (e.g., Unison, Deltek). - Ability to juggle multiple priorities, work under tight deadlines, and maintain detail orientation. Required Education & Certifications: - Bachelor’s degree in Business Administration, Finance, or related field. - Minimum 8 years of federal contract and subcontract administration experience; 5‑8 years in progressively responsible roles, including at least 2 years in 8(a) or socio‑economic set‑aside environments. - Preferred 10+ years of DoD contractor contract administration experience.
