Job Description
Job Title Commercial Software Specialist Role Summary Own the end‑to‑end procurement life cycle for software solutions. Deliver commercial value, risk mitigation and compliance while aligning with departmental objectives and public sector frameworks. Expectations - Execute software sourcing activities within budget and regulatory requirements. - Deliver procurement outcomes that maximize value for money (VfM). - Build and maintain productive relationships with suppliers, stakeholders and legal teams. Key Responsibilities - Develop and implement software sourcing strategies in line with departmental and government goals. - Conduct market analysis, supplier engagement and benchmark pricing and capabilities. - Lead competitive tender processes: draft ITTs, evaluate bids, manage clarifications and decide award. - Negotiate commercial terms, SLAs, licensing agreements and contract amendments; ensure favourable risk allocation. - Ensure compliance with the Public Contracts Regulations 2022, Procurement Act 2023, Cabinet Office guidance and other legal requirements. - Collaborate with technical, programme and legal stakeholders to translate specification into contractual deliverables. - Identify, assess and mitigate commercial, operational and security risks associated with software procurements. Required Skills - Proven experience managing software procurement in a complex organisation. - Deep knowledge of software licensing models and VfM principles. - Strong understanding of public sector procurement rules and regulations. - Excellent negotiation, stakeholder engagement and communication abilities. - Ability to analyse market trends and translate findings into sourcing strategies. Required Education & Certifications - MCIPS qualification or equivalent professional procurement certification.
