**Job Title:** Head of Change and Impact
**Role Summary:**
Lead the strategic delivery of innovation, AI, and change initiatives across the organisation, ensuring programmes are co‑designed with service users, frontline teams, and operational leaders. Embed a disciplined approach to impact, defining benefits, tracking outcomes, and sustaining improvements. Strengthen organisational capability through change‑management maturity and support continuous improvement across services.
**Expectations:**
* Deliver complex change, innovation, and transformation programmes in operational/service‑delivery settings.
* Translate organisational strategy into clear, actionable plans and maintain momentum in a complex, evolving environment.
* Champion user‑centred, inclusive co‑design and evidence‑based impact measurement.
* Demonstrate purpose‑driven leadership focused on public service outcomes rather than mere outputs.
* Inspire, empower, and mentor teams; balance strategic vision with hands‑on execution.
**Key Responsibilities:**
1. Guide the cross‑functional delivery of innovation, AI, and change initiatives.
2. Collaborate with service owners, senior stakeholders, and multidisciplinary teams to align programmes with organisational priorities.
3. Co‑design change interventions with service users, frontline staff, and operational leaders.
4. Define and track clear benefit‑realisation metrics; ensure outcomes are evidence‑based, measurable, and sustainable.
5. Develop and enhance organisational change‑management maturity and project delivery capability.
6. Facilitate discussions on benefits, outcomes, and risk mitigation; unblock issues to drive delivery.
7. Mentor senior colleagues and champion inclusive, user‑centred ways of working.
8. Balance strategic oversight with hands‑on leadership to keep initiatives progressing.
**Required Skills:**
* Proven leadership of digital and non‑digital innovation, change, and benefits realisation projects.
* Deep understanding of innovation & change processes, service design, user‑centred change, and performance improvement.
* Strong stakeholder engagement and relationship‑building across the organisation and externally.
* Strategic thinking, prioritisation, and communication skills.
* Resilience, proactive problem‑solving, and a collaborative, inclusive approach.
* Ability to mentor and develop change capability within teams.
**Required Education & Certifications:**
* Bachelor’s degree (or higher) in business, management, public administration, or related field.
* Professional change‑management certifications (e.g., Prosci, PMI‑PMP, PMI‑ACP, or equivalent) preferred.
