Job title: Europe and External Partnerships Officer
Role Summary:
Coordinate and strengthen the Department’s capacity to mobilize, manage, and promote European and trans‑border funding. Act as liaison between internal departments, international partners, and European funding bodies, ensuring compliance, quality, and strategic alignment of projects.

Key Responsibilities:
- Monitor European programmes (ALCOTRA, MARITTIMO, EUROMED, FEDER, FEADER, etc.) and identify funding opportunities.
- Organize and lead meetings, seminars, and steering committees for trans‑border programmes.
- Support application preparation for Department‑led projects and partner proposals, including technical, financial, and documentation aspects.
- Advise project leaders on budget arbitration, positioning, and negotiation before submission.
- Interface with support services (finance, procurement, communication, archiving) to ensure programme compliance and secure subsidies.
- Represent the Department in technical, monitoring, and programming committees for Interreg France‑Italy ALCOTRA and Italy‑France MARITTIMO.
- Assist the Regional and national authorities (PACA, etc.) in dossier processing and call‑for‑project drafting.
- Conduct workshops, information sessions, and partner outreach to promote relevant programmes.
- Draft conventions, minutes for the Departmental Assembly, and permanent commission documents.
Required Skills:
- Proven experience with trans‑border programmes (ALCOTRA, MARITTIMO) and European funding mechanisms.
- Expertise in project set‑up, financial safeguarding, and regulatory compliance.
- Strong negotiation, communication (oral and written), and stakeholder‑management skills.
- Bilingual Italian (obligatory) and English proficiency; French at a working level.
- Diplomatic, pedagogic, and network‑building capability.
- Auto‑navigating, attention to detail, and rapid responsiveness to partner requests.
Required Education & Certifications:
- Advanced university degree (Master or equivalent) in public administration, European studies, economics, or related field.
- No specific certification required, but knowledge of European Union regulatory frameworks and budgeting procedures is essential.
- Driver’s licence (Permis B) mandatory for regional and international travel.
