Required Security Clearance: NATO SECRET

Note: For all Level-of-Effort and Completion-Type requests processed outside of the IWC Value Stream, and for which the contractor will not be reimbursed directly by IS for travel expenses, additional travel funding shall be allocated on a Not-to-exceed basis when the yearly Option is exercised.

Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site. The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.

Profile Description Summary: We are looking for an experienced Contractor Project / Programme Manager to reinforce the NATO Enterprise Security team, within the Cyber and Digital Transformation Division. The contractor will monitor and coordinate efforts under NATO's Cybersecurity Scorecard programme, tracking and reporting on progress, milestones, lines of effort and deliverables as applicable.

Division: Cyber and Digital Transformation Division (CDT)

Mission: The Cyber Readiness Section leads and coordinates the implementation of NATO's cyber strategy, policy and governance by ensuring operational readiness, resilience and responsiveness. The effectiveness measurement and reporting function ensures continuous monitoring, assessment, and reporting on NATO's cyber risk exposure, governance effectiveness, and overall defence posture.

Current context: The NATO Cybersecurity Scorecard is implemented through a comprehensive annual assessment programme that evaluates and reports on the cybersecurity posture and performance of civil and military entities across the NATO Enterprise.

Objectives and scope of work:

The Contractor will be responsible for the coordination and oversight of the NATO Cybersecurity Scorecard, a comprehensive annual assessment programme that evaluates and reports on the cybersecurity posture and performance of civil and military entities across the NATO Enterprise
The Contractor is expected to be the primary coordination officer and working level point of contact for the Cybersecurity Scorecard
The Contractor will also participate in the annual progress assessments, in collaboration with internal and external stakeholders who will support the evaluation efforts from technical and operational perspectives

Duties and Role:

Coordination and oversight of the NATO Cybersecurity Scorecard annual assessment cycle

Building and maintaining strong relationships with the Enterprise-wide cybersecurity community
Planning and executing an annual assessment programme that is comprised of both on-site and remote performance and maturity assessments
Organizing periodical in-person and virtual workshops for dissemination of information to all relevant stakeholders.
Supporting targeted data collection efforts across the NATO Enterprise

NATO Cybersecurity Scorecard development and annual refinement:

Supporting the development of measures and metrics for tracking cybersecurity performance;
Maintaining and refining the methodology of assessing cybersecurity maturity and performance Enterprise-wide;
Publishing the updated Cybersecurity Scorecard every year to inform the following annual assessment cycle

Location: The primary duty location will be NATO Headquarters in Brussels. A certain amount of remote working arrangements will be incorporated in line with the requirements of the function.

Timelines: Period of Performance: The services of the contractor are required for the period starting on 13 November (tentative) until 31st December 2025. Future contract extensions are subject to performance of the contractor and related NATO regulations.

Travel: A minimum business travel to NATO Allied countries will be required. Travel expenses to be reimbursed by NATO based on the NATO per diem rate, in addition to the hourly rate.

Security and Non-Disclosure Agreement: The contracted individual must be in possession of active and valid security clearance NATO SECRET. A signed Non-Disclosure Agreement will be required.
