About the Role

HMRC’s Chief Data Office is seeking a skilled Business Analyst / Audit Specialist to support a strategic initiative aimed at strengthening end-to-end resilience and assurance across our tax systems, processes, and data. This role will play a critical part in mapping HMRC policies, key risks, and internal controls to tax processes captured in ABACUS and data assets catalogued in AXON.

You will work closely with data management, audit, and transformation teams to enhance HMRC’s resilience and risk management capabilities by embedding robust control frameworks and linking them to operational and data flows.

Key Responsibilities

Analyse and map HMRC policies, internal controls, and key risks to existing BPMN-modelled tax processes in ABACUS.
Identify and document additional controls not yet captured, ensuring comprehensive coverage.
Link mapped controls and risks to relevant data assets in AXON to support metadata enrichment and semantic layer design.
Collaborate with stakeholders across audit, compliance, and data governance to validate mappings and ensure alignment with assurance frameworks.
Support the development of reusable artefacts and insights to inform future risk assessments and policy reviews.
Contribute to the design of scalable assurance models that integrate process, control, and data perspectives.

Essential Skills and Experience

Proven experience in business analysis and/or audit within complex public sector or regulatory environments.
Strong understanding of internal control frameworks, risk management, and policy mapping.
Familiarity with BPMN and process modeling tools (preferably ABACUS).
Experience working with metadata cataloguing tools (preferably AXON).
Excellent stakeholder engagement and communication skills.
Ability to work independently and deliver high-quality outputs under tight timelines.

Desirable

Knowledge of HMRC’s tax streams and operational landscape.
Experience in data governance, metadata management, or semantic layer design.
Understanding of AI-readiness and assurance in data platforms.
