Position title: P2600080 - Technical Writer

Working Status: On-Site

Location: 155 Queen Street, Ottawa, Ontario, K1P 6L1

Security: Secret Clearance

Hours: 7.5 hours a day

Mandatory Requirement

M1 - Must demonstrate that the proposed resource complies with a Level 2 Technical Writer (B.14) as defined by Annex A - Requirements for Services, of the TBIPS Supply Arrangement.

M2 - Must demonstrate that the proposed resource has a minimum of two (2) years experience within the last five (5) years in drafting new government policy documents and also performing yearly reviews of existing government policies. Examples of relevant policies includes privacy policy, information security policy, and information management policy.
M3 - Must demonstrate that the proposed resource has a minimum of two (2) years experience within the last five (5) years in drafting concepts of operation documents.
M4 - Must demonstrate that the proposed resource has a minimum of 1 year experience within the last five (5) years in creating self-help documents for internal staff about various IT subjects. This can be in the form of a frequently asked questions document, a step by step procedures document, or even a wiki.

Rated Criteria

R1 - The proposed resource should have experience working on Government of Canada policy documents within last 36 months.
R2 - The proposed resource must have experience writing CONOPS (concept of operations) documents within the Government of Canada. The CONOPS must from within the last 10 years.
R3 - The proposed resource must have experience creating employee self-help resources and/or delivering employee training as it pertains to physical security, IT security, and data classification. Experience must be within the last 10 years.

Introduction

The Invest in Canada Hub was created on March 12, 2018 for the purpose of supporting economic prosperity and stimulating innovation in Canada, including:

Promote foreign direct investment in Canada and attract and facilitate that investment; and
Coordinate the efforts of the government, the private sector and other stakeholders with respect to foreign direct investment in Canada.

Tasks

The contractor shall carry-out to the satisfaction of the Departmental Representative and/or Project Authority the following tasks:

The ongoing maintenance of various plans and policies such as the Departmental Security Plan, Emergency Management Plan, and Business Continuity Management Plan.
Draft and maintain Concept of Operations documents for our various IT platforms.
Document internal processes to ensure business continuity.
Write self-help instructions, likely in a frequently asked questions format, for employees.
Occasionally deliver training to employees.

Experience levels

Level 2: 5- < 10 years of experience

Responsibilities could include but are not limited to

Document help text, user manuals, technical documentation, web page content, etc
Review documentation standards and the existing project documentation
Determine documentation requirements and makes plans for meeting them
Gather information concerning the features and functions provided by the developers
Assess the audience for the documents/manuals which are required and prepare a statement of purpose and scope for each
Develop a table of content for each document/manual and write or edit the required content
Investigate the accuracy of the information collected by making direct use of the material being documented
Prepare or coordinate the preparation of any required illustrations and diagrams
Design the layout of the documents/manuals
Use word-processing, desk-top publishing and graphics software packages to produce final camera-ready copy
