The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ), Innovation & Competitiveness Department (INCO), Circular Economy and Sustainable Development Division (CESDEV), at its headquarters in Luxembourg, an Environmental Specialist *.

This is a full-time position at grade 5 for which the EIB offers a permanent contract.

Purpose

As an Environmental Specialist within the Circular Economy and Sustainable Development Division (CESDEV) of the INCO Department, you will play a key role in advancing sustainable initiatives across a truly international organization. Reporting directly to the Head of Division, your work will span all Divisions within the INCO Department, giving you broad exposure and the opportunity to collaborate with top-tier professionals, including social, climate, and environmental advisors. You will also coordinate with Environmental and Social Specialists from other departments, the team in the Environment, Climate & Social Office (ECSO), and other EIB officers, especially those involved in INCO lending operations. Your expertise will be vital in managing external Environmental consultants, further expanding your professional network.

Operating Network

You’ll work closely with project teams in the INCO Department, offering expert advice on environmental due diligence and monitoring across a range of sectors covered by the department’s mandate (bioeconomy, life science and health, heavy industries, digital infrastructure and manufacturing). Your guidance will support compliance with EIB Environmental and Social Policies. This is an opportunity to play a meaningful role in advancing sustainable and innovative projects across Europe.

This position offers a high level of autonomy and the chance to build valuable relationships with international financial institutions, public authorities, and EU institutions. You will represent the EIB at high-level project meetings with promoters and EU counterparts, showcasing your skills and making a meaningful impact. You may also participate in cross-departmental projects, enhancing your experience and visibility within the organization.

Business travel is a core component of the position, including missions to non-EU countries such as the Eastern Neighbourhood, South and East Mediterranean, Latin America (LATAM), Central Asia, and Sub-Saharan Africa.

Accountabilities

Offer expert guidance on environmental risk assessments and due diligence for individual projects, ensuring each project meets EIB environmental standards.
Review environmental and social assessments and related studies to verify their quality and completeness.
Help prepare appraisal reports for high-risk projects and may participate in appraisal missions to assess EIB support.
Support the development of legal requirements related to environmental standards in project agreements.
Monitor ongoing projects to confirm compliance with environmental commitments and the achievement of expected development outcomes.
Provide advice to project teams on handling environmental complaints and information requests, following regulations and EIB policies.
Assist in organizing consultancy services for environmental due diligence and specialized studies.
Contribute to creating and applying the Bank’s environmental and social standards, and represent your department in working groups.
Prepare management briefings on key environmental and social issues.
Help develop and deliver training on EIB environmental standards for staff and project promoters

Qualifications

University degree (minimum an equivalent to a Bachelor) preferably in a relevant field (e.g. environmental and natural science/management/engineering, development studies, economics or another relevant discipline);
At least 5 years of recent and relevant professional experience related to environmental due diligence and/or the application of international environmental best practices in the sectors listed above, (preference will be given to a candidate managing complex tasks/projects);
Sound knowledge of international good practice related to Environmental due diligence frameworks, processes and tools and solid experience in their application in a project context
Demonstrated ability to work in inter-disciplinary contexts;
Experience of working with a wide range of stakeholders, including governments, civil society, and local communities;
Excellent knowledge of English and/or French (***).
