WE ARE

The European External Action Service (EEAS) supports the High Representative in the exercise of her mandate to conduct and implement an effective and coherent Union’s Common Foreign and Security Policy (CFSP), to represent the EU and to chair the Foreign Affairs Council.

It also supports the High Representative in her capacity as Vice-President of the Commission with regard to her responsibilities within the Commission in the external relations field, including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with the EU Member States, the General Secretariat of the Council, the services of the Commission and the Secretariat General of the European Parliament.

The EURCA.EAST.5 Division covers enlargement coordination and regional cooperation in the Eastern Neighbourhood, including in the framework of the Eastern Partnership and the Black Sea strategy policy frameworks. The Division follows also the regional cooperation in its Northern neighbourhood: Council of the Baltic Sea States, Barents Euro-Arctic Council, as well as the EU's relations with the Organisation for Security and Cooperation in Europe (OSCE). The Division coordinates a number of thematic issues in EURCA, including multi-annual programming.

WE PROPOSE

The position of a Policy Officer for Eastern partnership, Northern and Baltic cooperation, contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (hereafter, the “CEOS”)[1].

LEGAL BASIS

The vacancy is to be filled in accordance with the conditions stipulated under the CEOS, in particular Article 82 thereof.

In case of recruitment, the successful candidate will be offered a contract agent position (Function group IV), on the basis of a contract with an initial duration of one year that may be successively renewed up to a maximum duration of six years[2], subject to the maximum duration of engagement by the EEAS allowed under successive limited duration contracts of different types[3].

WE LOOK FOR

A political officer who will work closely with other colleagues in the Division on the regional dimension of the Eastern Partnership and the Black Sea strategy as well as, the Council of Baltic Sea States (CBSS) and the Barents Euro-Arctic Council (BEAC). The successful candidate will also ensure the coordination of thematic issues, including multi-annual programming. Under the authority of the Head of Division, the successful candidate will coordinate policy work with other divisions in the EEAS, the European Commission, the Council, other EU institutions and other interlocutors.

The Main Responsibilities Of The Post Are As Follows

Contribute to the development and implementation of the regional policies and regional frameworks of cooperation in the Eastern and Northern Neighbourhood.
Analyse, follow-up, and give guidance on the political and sectoral aspects of regional developments, prepare briefing materials and ensure follow up actions;
Organise and follow up high-level events, including Foreign Minister meetings and other events, and the elaboration of inputs for policy documents, as appropriate;
Coordinate information and inputs from within the EEAS and from Commission services, and follow-up policy proposals through the inter-institutional decision-making process, including to contribute to the multiannual and annual programming;
Contribute to Inter-service consultations, create and maintain network of inter-service contacts, deal with parliamentary questions and petitions;
Liaise with partner countries and stakeholders, as appropriate, and maintain contacts at working level with other stakeholders (diplomatic missions, Member States, think-tanks/academic institutions, NGOs and other relevant organizations).

Eligibility criteria[4]

Further to the conditions set out in Article 82 of the CEOS, candidates must:

have passed a valid EPSO CAST in a valid function group for this post, or be registered in the EPSO Permanent CAST for FG IV (https://eu-careers.europa.eu/en/contract-staff-selection-procedures-always-open-registration). In the latter case, while the registration will make the candidate eligible for the selection procedure, the recruitment of a candidate on this vacant post will be subject to his/her successfully passing the CAST exam;
have completed university studies of at least three years attested by a diploma;
have the capacity to work in the languages of the CFSP and external relations (English and French) necessary for the performance of their duties;
