**Job Title**: Finance & Contracts Assistant – Resources & Logistics Sector
**Role Summary**
Support the Resources and Logistics Sector in managing financial transactions, budgeting, procurement, and contract administration for EU security services and equipment, ensuring compliance with legal and policy frameworks.
**Expectations**
- Deliver accurate, timely financial and procurement support that aligns with EU regulations and EEAS internal controls.
- Contribute to effective budget planning, monitoring, and reporting for security operations worldwide.
- Build and maintain collaborative relationships with EU Delegations, HQ functions, and external stakeholders.
**Key Responsibilities**
- Initiate and track financial transactions, ensuring legality, regularity, and sound financial management.
- Prepare and support annual budget planning, appropriations, and monitoring of commitments, expenditures, and recoveries.
- Design, implement, and oversee procurement procedures for security services, radio installations, armoured vehicles, and related equipment.
- Manage contract lifecycles (initiation, execution, renewal, and close‑out) for all security‑related supplies and services.
- Produce periodic budgetary and financial reports for senior management and auditing bodies.
- Liaise with EU Delegations, Heads of Administration, Delegation Security Coordinators, and Regional Security Officers on procurement status and deployments.
- Coordinate with Procurement, Finance, Contracts, Budget, and Legal Affairs divisions on budgetary, procurement, and legal matters.
- Respond to audit findings and recommendations from Internal Audit, EU Delegation audits, or the European Court of Auditors.
**Required Skills**
- Strong knowledge of European Union procurement and financial management regulations.
- Proficiency in financial software, budget analysis, and Microsoft Office Suite (Excel, PowerPoint, Word).
- Excellent written and verbal communication in English; proficiency in a second EU language is an advantage.
- Detail‑oriented, analytical mindset, and ability to reconcile complex financial data.
- Collaborative and cross‑functional teamwork skills within a multinational environment.
- Ability to manage multiple priorities, meet deadlines, and adapt to changing operational requirements.
**Required Education & Certifications**
- Bachelor’s degree (or equivalent) in Finance, Economics, Business Administration, Public Administration, or a related field.
- Professional certification in procurement, contract management, or financial management (e.g., Certified Public Accountant, Certified Treasury Professional, or equivalent) preferred but not mandatory.
- Demonstrated experience handling EU or public sector finance and procurement processes is essential.
