WE ARE

The European External Action Service (EEAS) supports the High Representative in the exercise of her mandate to conduct and implement an effective and coherent Common Foreign and Security Policy (CFSP), to represent the EU and to chair the Foreign Affairs Council.

It also supports the High Representative in her capacity as Vice-President of the Commission with regard to her responsibilities within the Commission in the external relations field, including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with the EU Member States, the General Secretariat of the Council, the services of the Commission and the Secretariat General of the European Parliament.

The Mission of the Directorate for Policy Planning and Strategic Communication (GII.GLOBAL.STRAT) is to support the High Representative-Vice President of the European Commission (HRVP) and the EEAS in implementing the EU common foreign, security and defence policies, by providing strategic analysis, foresight as well as communication advice and support, including through closing space for Foreign Information Manipulation and building resilience against it.

WE PROPOSE

The position of Finance and Contracts Assistant in GII.GLOBAL.STRAT, contract agent FGIII as per article 3b of the Conditions of Employment of Other Servants of the European Union (hereafter, the “CEOS”)[1].

LEGAL BASIS

The vacancy is to be filled in accordance with the conditions stipulated under the CEOS, in particular Article 82 thereof. In case of recruitment, the successful candidate will be offered a contract agent position (Function group III), on the basis of a contract with an initial duration of one year that may be successively renewed up to a maximum duration of six years[2], subject to the maximum duration of engagement by the EEAS allowed under successive limited duration contracts of different types[3].

WE LOOK FOR

We are seeking a highly motivated colleague who will be called to:

Assist the directorate with the financial and contractual management of its budget lines
Assist the directorate in planning, preparing, monitoring and reporting the expenditure of the budget
Launch, manage and monitor calls for tenders, draft terms of reference and contracts, launch requests for services, evaluate offers and draft evaluation reports
Assist all operational initiators (OIA) with the formal aspects of dossiers
Assure the budgetary monitoring for orders and contracts
Monitor the expenditure as reported in cost statements and provide reasonable assurance that claimed costs correspond to the work accomplished
Prepare, create and validate payments in SUMMA, following (report) approvals
Supervise, co-ordinate and run operational initiation or verification of contracts
Provide financial advice and support to all communication activities, PR activities, EEAS public events, information under CSDP/CFSP, information outreach on EU external relations (FPI budget on P&I activities at HQ)
Liaise with the budget officers and financial verification officers in the Finance and Contracts Division of the Administration Directorate
Prepare accounting documents for internal and external auditors (ex-post control reports) and assist with financial reporting
Correspond with contractors and other counterparts.
Ensure transactions are financially and procedurally correct, that is, in conformity with the Financial Regulation and other relevant procedures
Verify that projects are managed in accordance with the rules set out by the EEAS on financial and contractual management.

Eligibility criteria[4]

Further to the conditions set out in Article 82 of the CEOS, candidates must:

have passed a valid EPSO CAST in a valid function group for this post, or be registered in the EPSO Permanent CAST in a valid function group for this post (https://eu-careers.europa.eu/en/contract-staff-selection-procedures-always-open-registration). In the latter case, while the registration will make the candidate eligible for the selection procedure, the recruitment of a candidate on this vacant post will be subject to his/her successfully passing the CAST exam;
have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;
have the capacity to work in the languages of the CFSP and external relations (English and French) necessary for the performance of their duties;
be a national of one of the Member States of the European Union and enjoy full rights as a citizen.
