IT Expert Project Manager – Mid Level
Location: Oakland, CA (Remote with monthly onsite meetings as needed)
Duration: 12-month contract
Employment Type: Contract (W2)
Pay Rate: $80–100/hour
Preference: Local Bay Area candidates preferred, but open to non-locals. Candidates must be comfortable with periodic onsite meetings.
Role Overview
We are seeking an IT Expert Project Manager to lead multiple large-scale, highly complex utility and IT initiatives. This role requires deep experience in electric utility operations, asset work management, and enterprise systems, along with strong leadership in managing senior project teams and mentoring project managers.
You will oversee high-value programs, support PMO leadership, and ensure successful delivery across planning, execution, and financial governance.
Key Responsibilities
Manage multiple large-scale, complex projects (typically $5M+ budgets, 10+ FTEs per project)
Lead and coordinate teams of Senior Project Managers and Project Management Analysts (PMAs)
Support PMO leadership with resource planning, staffing optimization, and portfolio execution
Develop business cases, determine project budgets, and establish staffing plans
Conduct and submit PMA and PM performance assessments (stage, mid-year, and year-end)
Take ownership of challenged or at-risk projects, providing hands-on oversight and corrective action
Serve as SME for project methodologies, financial analytics, and performance metrics
Perform estimating, scope management, risk management, QA reviews, and inspections
Actively mentor and coach PMs and PMAs
Track and report client satisfaction metrics, variance analysis, and project performance statistics
Required Experience & Skills
8+ years of experience in IT Project Management, with strong focus on staffing and resource management
Proven experience managing:
30+ FTEs on a single 12+ month project
5+ large projects ($5M+ labor each)
Multiple PMAs and at least 2 Project Managers from planning through execution
Strong understanding of utility work management, including customer requests through electric grid interconnection
Hands-on experience in Electric Operations within a Utility
Expertise in Asset Work Management, including:
Distribution poles
Transmission towers
Substations
Proficiency with enterprise and utility systems:
SAP PM / SAP EAM
GIS
Customer Web Portal
CC&B
Documentum
Experience supporting or working within the EGI Program
Proficiency with PDM and PPMC tools
Strong skills in estimating, financial analysis, scope control, risk management, and QA
Preferred / Bonus Skills

Education & Certification
Bachelor’s degree in Computer Science or equivalent experience
PMP (Project Management Professional) certification or equivalent required
